Subject: 2023 WAR City of Belmont Wastewater Treatment Plant
Enclosed you will find the 2023 Wastewater Annual Report for the wastewater
treatment plant for the City of Belmont. Please note that the influent flow from January
1, 2023, to May 11, 2023, was affected by the automatic bar screen being down and in
bypass. January through June 2023 we were over our Fecal permit limit, TSS permit
limit, and the % Removal. We cleaned our chlorine contact chamber continuously
through the months to try to help with the issues. I contacted Wes Bell to inform him of
the plant conditions and the PW Director received approval to rent a belt press. We
contacted Bio-nomics and they set up the belt press June 13, 2023, and it was picked up
on October 10, 2023. Our RAS chart went down July 17 through October 9, 2023, We
received a new system for printing charts. The RAS pumps were working during this time
and a totalizer in the basement just did not have print outs daily. Stream samples were
not collected 3x/week at the end of September 2023. Pace stated it being an oversight
on their part in the letter and Wes Bell had us collect the extra samples in November
2023.

Description of Wastewater Treatment Plant:
The City operates and maintains a 5 million -gallons -per -day (MGD) extended aeration plant. It has an
automatic bar screen and grit chamber with an emergency bypass channel, 3,500-gallon caustic tank for pH
control, dual train aeration basins and dual train secondary clarifiers. The disinfecting system is comprised
of dual vacuum feed chlorinators for use with 1-ton chlorine cylinders. The chlorine contact chamber has
a 30-minute detention time for an effluent flow rate of 5 MGD. The plant also de -chlorinates using dual
S02 cylinders. Sludge is conditioned in one of the two aerobic digesters with combined capacity of 500,000
gallons. The plant also utilizes a 1.5-million-gallon sludge holding tank.
Performance:
January to December
Fecal -January through June we were over the fecal permit limit. I contacted Wes Bell and
informed him of the issues at the W WTP. The previous PW Director approved renting a belt press
to help with the solids and the plant. We contacted Bio-nomics and they set up belt press June
13-October 10, 2023.
TSS-weekly average over limit in March, April, and June. The % Removal was less than 85% in
May and June. We cleaned out our chlorine contact chamber Jan, Feb (weekly), March, June, and
July (weekly) to help with this as well.
Stream Samples were not collected 3x/week in the last week of September. Pace said this was an
oversight on their part and sent a letter to us for this. By the time we had realized that these
were missing the week had ended. Wes Bell contacted me and had us collect 2 more samples in
November 2023.
