The inlet invert of the culvert shall be set at the existing streambed elevation. The other requirements outlined in condition 11 must be followed, and in particular, ensuring the culvert will convey low flow. This is from the engineer (with attachment) — "We are introducing a drop structure within the S-27 to S-28 pipe run downstream of the SSWR conflict so that we can achieve the burial depth on the 96" endwall and provide an invert out of 2079.00'. We have sufficient pipe clearance between the top of the SSWR and the bottom of the S-27 to S-28 pipe run at this crossing and at the upstream crossing closer to S-27 and will be able to meet the burial requirement. I modified the attached plan slightly to show this information." Hi Amanda and Andrew, The airport has found an issue with placement of the 84" culvert under the northern access road. The issue is due to a gravity sewer line that can't be relocated, which will prevent the culvert inlet from being buried to the depth required in DEQ's permit condition #11; the outlet can still be buried to the required depth. According to the engineer, "If we can hold the invert for 5-31 at 2082.00, we can just get over the SSWR pipe without impacting it. Any drop in the 5-31 invert would put the 84" pipe in direct conflict with the SSWR pipe." See the attached figure for these and additional details. We are requesting your written approval for this design change and exception to the permit condition. This conflict was unforeseen at the time of the application since the engineer did not have a survey of the sewer line until now. Please let us know if you have any concerns about this or if you want to discuss this further. Thank you.
