Re: P1458 - Stream Crossing, Culvert Installation and Road Section Wetland Permitting
Pursuant to our discussions, e-mail correspondence and review inquiries to date here is a summary of our responses
and updated information is attached to address regulatory review comments:
1. DWR requested copies of project grading sheets CG108 and CG111 (or the areas shown within) to be included in
your revised drawing set for the PCN.
R1: See attached, current copies of grading sheets attached.
2. USACE regulator will need some permit specific drawings that show the stream cross-section and the invert of the
culvert and the temporary vs permanent impacts.
R2: See attached updated plan sheets showing temporary and permanent phases of construction, stream cross
sections, permanent culvert sections and inverts and current copies of grading sheets.
3. There is rip rap proposed on both the inlet and outlet end which is not typical on a coastal stream that has a 1 %
slope. Please further explain why rip rap would be justified on both ends.
R3: We are required to have inlet and outlet stabilization per NCDENR ESC rules even though the stream energy is
relatively low we expect this will be required to stabilize the culvert connection to the existing stream channel. We
will be installing this riprap in cross section to match the existing natural stream channel so there are no changes to
grade or geometry (i.e. riprap is placed in same configuration and elevation as natural channel to replicate
preconstruction conditions). Riprap sections shown in plan and profiles on attached drawings.
4. Rip rap is considered a permanent impact, but it may not be a permanent loss if the rip rap is set at the same
elevation of the stream bed. Its difficult to tell from these drawings whether that is the case. The preference
regarding minimization would be for the rip rap to be set at the stream bed elevation. Please clarify through
drawings the intentions here with justification.
R4: We will be installing this riprap in cross section to match the existing natural stream channel so there are no
changes to grade or geometry (i.e. riprap is placed in same configuration as natural channel to replicate
preconstruction conditions); therefore is not included in permanent impacts. Rip rap is required for construction to
provide immediate, non -erodible stabilization at culvert flared end sections as part of construction practices to
minimize diversion transition erosion potential to provide long-term inlet/outlet stabilization per NC ESC rules.

5. Please clarify what impact is permanent and temporary as the PCN makes no note of temporary impact associated
with the stream but the drawings contradict.
R5: We have clarified our outline of temporary and permanent impacts on attached revised plan sheets; relocating the
permanent culvert into the existing stream channel enables us to reduce impacts considerably.
Considering inlet and outlet riprap is installed to match preconstruction contours and geometry of the total
permanent perennial stream impacts are limited to 95 linear feet; temporary impacts to the stream are limited to
115' during construction (as measured along the centerline or thalweg within extents of permit area). Total wetland
impacts are limited to 7,695 square feet; these are now exclusively permanent, there are no temporary impact
areas; we have resolved to execute work within this footprint to include all grading and site work in order to
minimize impacts to the maximum extent practical. This will require several phases of work for the temp. stream
crossing; diversion ditch and temp. stream crossing; and final phase for the permanent culvert installation. We

have consulted with our culvert installation contractor and he agrees that they can execute required work in this
manner in order to limit potential impacts.
6. A portion of Regional conditions 9 is below: c. Culverts shall be designed and installed in such a manner that the
original stream profiles are not altered and allow for aquatic life movement during low flows. The dimension,
pattern, and profile of the stream above and below a pipe or culvert shall not be modified by widening the stream
channel or by reducing the depth of the stream in connection with the construction activity. The width, height, and
gradient of a proposed culvert shall be such as to pass the average historical low flow and spring flow without
adversely altering flow velocity. If the width of the culvert is wider than the stream channel, the culvert shall include
multiple boxes/pi pes, baffles, benches and/or sills to maintain the natural width of the stream channel. If multiple
culverts/pipes/barrels are used, low flows shall be accommodated in one culvert/pipe and additional culverts/pipes
shall be installed such that they receive only flows above bankfull.
R6: Attached figure documents design and installation configuration of the culvert replicates existing stream profile;
concrete invert elevation of culvert is designed 6" below stream profile and 6" rock weirs (sills) are grouted into the
culvert to stabilize the natural bottom that will be established within the culvert to allow aquatic life movement in a
natural manner during low flow periods consistent with Regional Condition 9.
We are not widening or increasing the depth of the existing stream channel upstream or downstream of the culvert;
we are tying the stream channel in after the culvert is installed to match the existing stream channel cross-section,
profile, depth and width.
The width, height and gradient of the culvert matches the stream channel capacities and flows will not be altered
with the installation of the culvert. There is no historical flow data available for this channel as it is a minor un-
named tributary with limited contributory area and has not be gauged previously. Bank full flow is accommodated
within the new culvert which matches the average width of the existing channel.
7. Please explain how you the proposed culvert will maintain the pattern of the stream when it appears there are
channel changes coming into and out of the culvert inlets and outlets. Can the pipe be extended and realigned in
order to maintain the pattern of the stream through the project? If it can not then justification will be necessary as a
waiver from this regional condition will be necessary.
R7: We have revised design to install the new permanent culvert directly within the existing stream channel alignment
whereas it can directly tie-in to the existing stream channel at the inlet and outlets. This requires as temp. diversion
channel to be constructed with temp. stream channel crossings provided during construction but enables us to
avoid and minimize permanent impacts to the maximum extent practicable.
8. The permanent pipe run is 88' but permanent impact totals 140', why? In the spirit of minimization, the stream
impacts should not extend much beyond the permanent pipe length, please explain further or clarify?
R8: Apologies if the presentation of the impacts was confusing on initial submittal. Based on design review input to
date we have refined the design to further minimize permanent impacts to 7,695 SIFT of wetland and 95 linear feet
of stream channel. Temporary impacts to the stream channel during construction have also been minimized to 115
linear feet.

temp diversion and permanent culvert installation.
R5: Per "Avoidance and Minimization" slide the following are confirmed:
1. No stream crossings at angles over 105-degrees or less than 75-degrees
2. No stream crossings cross two streams above or at the confluence of those streams.
3. No multiple stream crossings on this project.
4. Property access and site layout precoordinated and dictated by design -build contract and prior NEPA analysis.
No other stream crossing points are viable; point of crossing is narrowest section of regional wetland setting.
5. Road, building and site layout have been integrated to provide 50' buffer to wetland areas to maxium extent
practical. Impacts have been minimized to road crossing section.
6. Site cannot be reconfigured as operational space requirements are integrated with U.S.M.C. requirements.
7. Sideslopes have been maximized to 3:1 (H:V) so they can be stabilized with turf. Culvert inlet and outlet
headwalls include steeper slopes (2:1) to minimize stream impacts.
8. We are using headwalls to limit required length of culvert at entrance and exit.
9. Retaining walls are not viable given site constraints
10. Culd-de-sac is not feasible given access requirements
11.No subdivision of lots or alternate access is permissible; area roadways are four lane, limited access
thoroughfares and therefore direct driveway entrances are not permitted by local authorities.
