I am following up on our previous correspondence. After internal discussion,the Stormwater Program has decided that
the permit application for the Valdese Water Recycling facility(NCS000600) must move forward. The following
information is required in order to proceed with review of the permit application. If the requested information is not
received by March 15, 2024, then the application will be deemed incomplete and returned to you.Alternatively,you
may request withdrawal of the application. If the application is returned or withdrawn,you will need to reapply for
permit coverage with the appropriate application fee to obtain permit coverage prior to resuming operations.
The requested information is as follows:
• Description of industrial activity occurring and chemicals stored onsite;
1
• Confirmation on the number of outfalls, associated coordinates, and respective receiving stream(s);
• Description of industrial activity in each drainage area;
• SIC (NAICS) code;
• An outline of housekeeping practices and how generated solid waste is handled;
• An outline of spill response and preventive maintenance;
• A list of all contaminants found in the wastewater profiles that will be received/treated onsite;
• A list of all contaminants found in the facility's Safety Data Sheets (SDS);
• An electronic spreadsheet summarizing all of the monitoring data that has been collected;
• Verification that the information in the application is still complete and correct; and
• An explanation of any operational changes since the application was submitted.
Please let me know if you have any questions.

Ms. Young,
As Cayleigh notes below, our firm represents Mr. Leonhardt in connection with the Valdese Water Recycling property. I
understand that your office has requested additional information regarding the stormwater permit application
referenced below. Given the current uncertainty as to timing for resumption of operations,the most efficient course of
action seems to be to pause the permit application for the time being. We will be back in touch to request that DEQ
resume its review(or, alternatively, withdraw the application)when we have a better understanding of next steps. In
the meantime, please let me know of any further action required on Mr. Leonhardt's part.
Thanks,

Brianna,
I apologize for not responding sooner. I was under the impression that our environmental attorney had sent a letter
regarding the status of the Valdese Water Recycling facility. I will check with the attorney and make sure that a response
is sent to you promptly.

Brianna,
The facility is not in operation.Any materials being stored at the site are being removed. No industrial activities are occurring at the
site except for the removal of materials from the site.We anticipate that the facility will be sold and that the new owners of the
facility will apply for a stormwater permit through the appropriate avenues.
