The enclosed documents are provided for your use to address the additional information requested. First, we would like to point out that this is a preliminary subdivision layout in which the owner and engineer have tried to produce a reasonable development plan that would realize a reasonable lot count and also minimize wetland impacts. There are obvious choices for the location of the subdivision roads that would minimize wetland impacts, and the development plan strives to identify these specific crossings. Beyond that, the specific development requirements for the remainder of the property are still tentative. The proposed lots will utilize septic systems, but a comprehensive soil investigation has not yet been conducted for the entire tract to verify the soil suitability of each lot. Conducting a comprehensive soil investigation for the over 200 lots proposed prior to obtaining wetland permits and initiating construction is cost and time prohibitive. After the soils are evaluated, a portion of the proposed lots will be eliminated due to a lack of adequate septic disposal areas. ~C~1~~C~ ~~ ~,Q ~~ ~ ~ Zoos ~'1'E7iANU8A;JD AT~~R ~A I 5Y(X;pAIyAT~ ~WCFI Soil Science Investigations • Wetland Delineations, Permitting, and Consulting HAL OWEN & ASSOCIATES, INC. Fortunately, some of these lots may be saved by utilizing offsite or remote septic easements that have been designated in usable soil areas nearby. The five "high ground developable areas" mentioned in your letter have potential to serve as offsite easements. This may necessitate temporary wetland impacts to install a septic supply line from a lot on one side of a wetland drain to a septic easement located on the other side. However, it may be several years down the road before the location of these type wetland impacts can be identified. For this reason, Mr. Cothran does not wish to preserve the wetlands on the entire property. However, several lazge azeas of wetlands neaz the river could be identified and preserved without future adverse ramifications to the development of the property. For example, the two large wetland areas in the northern most portion of the tract could be preserved in such a way as to allow for future access to the upland azeas in that portion of the tract. As required by DWQ, deed notifications will be placed on lots containing wetlands and will alert the new owner that there aze regulatory requirements dealing with wetlands. Additionally, it has been our experience that the Moore County Environmental Health Department will not issue an improvement permit for septic system installation that requires wetland impacts unless properly permitted by wetland regulatory authorities. Again, some of the lots shown on the map will be eliminated or reconfigured. But as you requested, a potential house site has been sketched on all lots shown containing wetlands using a minimum 30ft X SOft house and a 40ft front setback. As you can see, it appears feasible that every lot is developable without additional wetland impacts. Princess Gate and Isabella Court will not connect. The four lots shown at the end of Princess Gate on the other side of the wetland will be accessed from Isabella Court and will require no wetland impacts. The wetland at the end of Princess Gate will be permanently preserved (Conservation Area C). The high ground area in the northern portion of the property is not part of this proposed subdivision, and the owner is seeking a buyer for this portion of the tract. As required by Moore County Planning, potential connectivity to this tract is provided from Royal Woods by a stub road (Renee Court). Renee Court has been reasonably located so that, if ever extended, potential wetland impacts would be minimized by crossing the wetland at its narrowest points. Soil Science Investigations • Wetland Delineations, Permitting, and Consulting HAL OWEN & ASSOCIATES, INC. After submitting the Pre-Construction Notification (PCN) for this project, a change in the proposed road format was determined to be necessary. To provide better connectivity and emergency vehicle access throughout the subdivision, one of the "future streets shown terminating in a cul-de-sac will be connected to Royal Woods Way, as shown on the attached map. Street A will cross a wetland drain at the point of an existing road crossing and only impact 0.07 acre of wetland and 17 linear feet of stream (Impact Site 6). One of the proposed wetland crossings on Melanie Drive will be removed (Impact Site 2), terminating before the wetland in a cul-de-sac and avoiding 0.09 acre of wetland impact. Additionally, a temporary wetland impact necessary for installation of a septic supply line has been identified (Impact Site 7). Therefore, permanent wetland impacts now tota10.38 acre, temporary wetland impacts now total 0.06 acre, and stream impacts now total 35 linear feet. Sites 1,3,4, and 6 are proposed road crossings that will result in permanent fill of wetlands. Site 6 is at an existingiwetland impact, where the road will be widened to support two lanes of traffic. The existing 23ft long culvert will be replaced with two 40ft long_pipes. Site 5 is an existinP temporary wetland impact due to installation of a community water line. This area has been restored.
