Dear Mr. Quick:
Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit
is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
Please note that this permit will become effective June 1, 2001. All terms and
conditions contained in the existing permit, which will expire on May 31, 2001,
remain unchanged and in full effect until that time.
Division personnel have reviewed your request for elimination of Iron and Aluminum
monitoring. Based on our requirement to protect the receiving stream from potential toxic
impacts, the Division must deny your request. However, monitoring of Iron and Aluminum
will be reduced to monthly. In addition, a footnote has been added to the final permit that
requires iron monitoring only if iron is used as. a part of the treatment process. (Refer to
A.RJ).
If any parts, measurement frequencies or sampling requirements contained in this permit
are -unacceptable to you, you have the right to an adjudicatory hearing upon written request
within thirty (30) days following receipt of this letter. This request must be in the form of a
written petition, conforming to Chapter 150B of the North Carolina General Statutes, and
filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.

Please note that this permit is not transferable except after notice to the Division. The
Division may require modification or revocation and reissuance of the permit. This permit
does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, the Coastal
Area Management Act or any other Federal or Local governmental permit that may be
required.

SUPPLEMENT TO PERMIT COVER SHEET
The City of Graham is hereby authorized to:
1. Continue to operate a potable water treatment facility and discharge filter
backwash water.
The facility is located west of Mebane at the Graham / Mebane WTP at 1824 US
Highway 70 in Alamance County.
2. Discharge from said treatment works at the location specified on the attached
map into Back Creek, classified C-NSW waters in the Cape Fear River Basin.

1. Upstream = 50 feet above discharge location
Downstream = 50 feet below discharge location
2. The discharge shall not cause turbidity of the receiving water to exceed 50 NTU. If the
turbidity exceeds these levels due to natural background conditions, the discharge level
cannot cause any increase in the receiving water.
3. Aluminum monitoring is required only if alum is used as part of the treatment process.
4. Iron monitoring is required only if iron is used as part of the treatment process.
5. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
There shall be no discharge of floating solids or visible foam in other than trace amounts

Dear Ms. Jackson:
The City of Graham has reviewed the draft permit for the Graham -Mebane Water
Treatment Facility. Based on our review the City of Graham requests that your office
reconsider some of the monitoring requirements.
The Limits page of the draft permit contains a monthly average of 6.0 mg/i for
Turbidity. Footnote number 2 of the draft permit states that the discharge shall not cause
? the turbidity of the receiving waters to exceed 50 NTU. NTU is the typical unit used for
turbidity. I believe the 6.0 mg/l monthly average is placed in the permit in error and the
monthly average limit for turbidity should be blank.
The draft permit contains monitoring requirements for Iron and Aluminum
identical to the City's current permit. We currently have five (5) years of data for these
metals. The five (5) year average for Iron and Aluminum is 0.69 mg/l and 0.72 mg/1
respectively. Metals are the only parameters that the city has to contract analysis to an
outside certified lab. Based on this information the city request that the monitoring for
the parameters of Iron and Aluminum be eliminated from NPDES Permit NC0045292. If
the division is required to impose these parameters, the city would request that
consideration be given to reduce the monitoring to monthly. �,�
Additionally, footnote 3 requires monitoring of Aluminum only if Alum is used as
part of the treatment process. If the division continues to require analysis for Iron and �-
Aluminum, the city requests that a similar footnote be included for Iron since the city
does not use any type of Iron Salts in the treatment process.
The City of Graham is committed to protecting the receiving stream however we
believe that monitoring should be conducted to provide useful and meaningful results.
Hopefully the five (5) years of available data for these parameters will be beneficial to
the division's decision concerning these metals. If I can provide any additional

NPDES Permit No. NCO045292
Draft Environmental Assessment for Upgrade/Expansion
The DWQ/NPDES Unit has reviewed this Draft EA and has the following comments:
1. The Division concurs with the proposed project, which will upgrade the WTP and expand plant
capacity. Filter backwash from the WTP is currently permitted under NPDES Permit No.
NC0045292, with discharge to Back Creek (class C NSW) in the Cape Fear River Basin.
2. Per NPDES policy, Total Residual Chlorine (TRC) limits are given to new wastewater flows
discharging to surface waters. The proposed expansion will be considered new flow, and the TRC
upper limit will be 28 ug/l. Review of 1998 DMR data for the subject facility indicates TRC
concentrations ranging from 10 to 300 ug/l; therefore, the facility should consider dechlorination or
alternate methods of disinfection to ensure that the future TRC limit will be complied with.
Previous Division studies have indicated that some water treatment plant backwash discharges may
exhibit toxic effects to aquatic life. Therefore, appropriate measures should be taken to minimize
potential effluent toxicity.

Dear Sir or Madam:
By this letter, the City of Graham is notifying the NPDES Permit Issuing
Authority that required permit reports will be signed by the City Manager or his duly
authorized representative. The authorized representative will be the person holding the
position of Treatment Plants Superintendent for the City of Grahan L
The person presently hothe Treatment Plant Superintendent position, Martin
D. Wilson, is leaving the City of Graham. Until a new Superintendent is lhk4 the City
Manger, Ray Fogleman, will sign as the "Pernuttee." Future reports required by the
NPDES permits for the Water and Wastewater FacRides wiR be signed by the person
holding the Treatment Plant Superintendent position unless that position is vacant
The "Operator in Responsible Charge (ORC)" for both the Water and Wastewater
Plants is not changing at this time. The Supervisor of each facility is designated as the
plant "®RC", and they will continue to sign the reports in that capacity.

RESIDUALS MANAGEMENT PLAN
GRAHAM-MEBANE WATER TREATMENT PLANT
NPDES PERMIT No. NCO045292
The Graham -Mebane Water Treatment Plant uses two 500,000 gallon
lagoons to settle and store the periodic discharge of alum residuals from the
water treatment process. The basins have earthen sides with cement
bottoms. The supernatant is discharged to Back Creek in accordance with
our current NPDES Permit.
The Alum residuals are removed at approximate six month intervals.
The City has a contract with Synagro, Inc. to remove the residuals from the
lagoons. The residuals are pumped into 6500 gallon tanker trucks and
hauled off to be land applied. The City has its own farm and operates a land
application program in accordance with our Non -Discharge Permit,
WQ0003824. There are currently 89.4 acres permitted for land application.
The Alum Residuals are surface applied and co -mingled on the fields with
the BioSolids generated from the City's Wastewater Treatment Facility in
accordance with the permit restrictions.
A fescue cover crop is maintained on the fields and is harvested and
used for cattle feed. Fields are maintained and crops harvested in
accordance with the permit requirements.
Nutrient and metal loadings and application rates are calculated and
reported in accordance with WQ0003824 requirements.
All land application activities are performed in accordance with the
WQ0003824 Non -Discharge Permit requirements and EPA 40 CFR Part 503
federal regulations.
