Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached final NPDES discharge permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum
of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15,
2007 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150E of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such
demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, Coastal Area Management Act, or any other Federal or
Local governmental permits which may be required.

All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked, and as of this issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
The Brunswick County Board of Education is hereby authorized to:
I. Continue to operate an existing 0.0057 MGD wastewater treatment facility with the following
components:

tributary to Bear Branch, classified C-Swamp waters in the Lumber River Basin.

I. Upstream = at least 100 feet upstream from the outfall; Downstream = at least 300 feet downstream from
the outfall.
2. The daily average dissolved oxygen effluent concentration shall not be less than 6.0 mg/L.
3. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
THERE SHALL BE NO DISCHARGE OF FLOATING SOLIDS OR VISIBLE FOAM IN OTHER THAN TRACE AMOUNTS.

A. (2.) TEMPORARY MEANS OF DISINFECTION
In the event that the wastewater treatment plant's ultraviolet (UV) disinfection system should fail,
underperform, or otherwise be removed from effective service, the permittee or his agent should
immediately inform the Surface Water Protection Section staff of the Wilmington Regional Office of
this development and discuss temporary, alternate means for disinfection of the effluent.
If chlorine compounds are used as temporary means of disinfection, the total residual chlorine (TRC)
concentration of the effluent must be monitored on a daily basis while this method of disinfection is in
use and values must be reported on the discharge monitoring report. TRC in the effluent may not
exceed 17 µg/L; therefore, dechlorination methods may also be necessary to ensure protection of water
quality in the receiving stream.
The Division shall consider all effluent TRC values reported below 50 µg/L to be in compliance with
the permit. However, the Permittee shall continue to record and submit all values reported by a North
Carolina certified laboratory (including field certified), even if these values fall below 50 µg/L.
Use of a disinfection system other than the permitted UV system during circumstances not deemed as
emergency and/or temporary (replacement of lamps, lamp cleaning or maintenance, etc.) will be
considered a violation of the terms of this permit.

Dear Mr. V inzani:
I received a letter from Dina Sprinkle of NCDENR, NPDES Unit, dated December 22,
2008, acknowledging receipt of our permit renewal application for the referenced
facility. She noted that we did not include a Sludge Management Plan with our
application.
As I mentioned to you on the telephone today, our waste treatment facility is a small
sand filter bed with an average effluent discharge of 3,500 gallons per day (permitted
for 5,700 gallons/day). All waste solids are retained in multiple septic tanks at various
locations around the school. These tanks are pumped out and hauled each June by a
contracted licensed waste disposal company. The company also pumps out our 1,000
gallon sand filter tank annually which contains less than 100 gallons of sand/sludge.
Only pre -filtered liquid waste is sprayed onto our lined sand filter bed which retains all
of the waste contaminated sand. We do not handle or retain any sludge material other
than what is specified above. In the unlikely event that the sand bed is replaced, the
contaminated sand, if removed, would be hauled and properly disposed in a legal sludge
field facility by a licensed waste removal contractor.
It is therefore my opinion that a Sludge Management Plan should not be required for our
facility. Please call me at 910-253-2864 should you determine otherwise or require
additional information on this matter.

School waste treatment facility. The permit application is due before
August 19, 2009 and the annual permit fee of $860 was submitted on July
17, 2008 with Brunswick County Schools check number 328149.
In addition to the map location of the site, I have included a copy of the Effluent
Limitations and Monitoring Requirements as delineated in our current permit.
These requirements include NH3 and Conductivity parameters that were not
listed under Effluent Data on page 3 of the renewal Form A.
