Important SOC, JOC or Compliance Schedule dates: NA 4. Alternative Analysis Evaluation: Has the facility evaluated all of the non -discharge options available? Please provide regional perspective for each option evaluated. The school system was under an SOC approximately 10 years ago to eliminate all discharging systems. A subsurface disposal system was installed at the school but it failed. It was then determined that continued discharge to surface waters was the only reasonable alternative. PART IV - EVALUATION AND RECOMMENDATIONS The system has generally performed well since it was upgraded and given stringent effluent limits about ten years ago. An Authorization to Construct was issued July 30, 2003, for significant upgrades to the system including construction of a new dosing/recirculation tank and rebuilding of the sand filter. This work is to be done during the summer of 2004 due to some delays. In the interim, some repairs have been made to the sand filter to fix damage caused by freezing of pipes. In December, 2003, effluent limits were violated in the early part of the month prior to the repairs being made and sand being replaced. Performance improved after the repair was made and compliance was achieved. The approved proposed improvements will allow the system to perform more efficiently while being less prone to damage from freezing. It is recommended that the permit be reissued for a period of five years.
