Waccamaw Elementary School
Brunswick County
The Division of Water Quality received your request for an Authorization to Construct on
July 8, 2003 and revised plans were received on July 28, 2003. The Division has reviewed your
request for an Authorization to Construct at Waccamaw Elementary School. The Division finds
the proposed improvements to be satisfactory and hereby grants authorization for the following:
�. Install a new 10,000 gallon pre -cast state approved dosing/recirculation pump tank
fitted with Orenco Biotube Duplex Pump Vaults and duplex 1.5 HP 50 GPM pumps.
• Construct a new 15'X15' block building and install controls and relocate and install the
existing Ultraviolet disinfection unit and flow meter.
• Abandon the existing dosing tank and the existing recirculation tank and pump building
and redirect the piping to the new dosing pump tank and block building.
• Rebuild the sand filter by installing a synthetic liner, adding new block to increase the
perimeter wall height to 36 inches above existing sand surface, adding 24 inches of
gravel and state -certified sand, and installing 2600 feet of inch PE. drip tubing (with
0.01 gpm emitters at 24 inch O.C.), at approximately 6 inch depth beneath the sand
surface.
• Install anew 3,000 gallon effluent pump tank with dual pumps
• Install a distribution box in -line with the existing sand filter effluent to provide flow
splitting between the chlorinator and the recirculation tanks.

• Install 2 inch PVC supply line and field flush line with a 2" inch PVC Ball valve to
manually flush the drip tubing at appropriate intervals.
• Associated piping and appurtenances.
This Authorization to Construct is issued in accordance with NPDES Permit No.
NC0045276, issued January 3, 2000, and shall be subject to revocation unless the wastewater
treatment facilities are constructed in accordance with the terms and conditions of the permit.
The Permittee shall notify the Water Quality Supervisor of the Wilmington Regional Office,
telephone number (910) 395-3900, at least forty-eight (48) hours prior to operation of the installed
facilities, so that an in -place inspection can be made. Notification shall be made during the normal
office hours of 8:00 a.m. until 5:00 p.m., Monday through Friday.
Engineer's Certification
Upon completion of construction and prior to operation of the modified facility, the
Permittee shall provide the Division with the enclosed certification from a professional engineer
registered in North Carolina certifying that the permitted facility has been installed in accordance
with NPDES Permit NC0045276, Authorization to Construct Number 045276 and the approved
plans and specifications. The Certification should be submitted to: NCDENR/ DWQ, NPDES Unit,
1617 Mail Service Center, Raleigh, North Carolina 27699-1617.
Requirements for Certified Operator
The Permittee shall employ a certified wastewater treatment plant operator to be in responsible
charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the
type and grade at least equivalent to or greater than the classification assigned to the wastewater
treatment facilities by the Certification Commission. The Permittee must also employ a certified
back-up operator of the appropriate type and grade to comply with the conditions of Title 15A,
Chapter 8G, .0200. The ORC of the facility must visit each Class 1 facility at least weekly and
each Class II, III, and IV facility at least daily, excluding weekends and holidays, and must
properly manage and document daily operation and maintenance of the facility and comply with
all other conditions of Title 15A, Chapter 8G, .0200.
Additional Requirements
The Operational Agreement between the Permittee and the Environmental Management
Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance
with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided
by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of
this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division of Water Quality in accordance
with North Carolina General Statute 143-215.6A to 143-215.6C.

The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies (local, state, and federal) which have jurisdiction.
The Permittee shall maintain a copy of the approved plans and specifications on file for the
life of the facility. One (1) copy of the approved plans and specifications is enclosed for your
records.
