State Stormwater Response to Comments
Dear Jim Farkas:
We have received your review comments for the above referenced project dated January 25, 2024,
and made the changes as requested. Please find the updated plan set and response to comments
letter enclosed. The review comments are listed below and have been addressed as follows:
1. Prior Comment l.a— "15A NCAC 02H.1003(1)(d)(i) — This project is shown as draining
to... separate receiving waters,please provide documentation showing that each portion
of the project is below the maximum allowable percent BUA for a low-density project or
redesign as needed to meet the high-density requirements... Please revise as needed. "
The drainage area divide for the project area as shown on plan sheet C1.0B does not
reflect the proposed site grading. In "DA Divide" (attached), the area and roadway in the
vicinity of Lots 241-244 etc... are shown to be in the part of the project that drains to
Barbecue Creek, but actually appear to drain to Hickory Branch. In "DA Divide 2"
(attached), outlets A3-79, A3-82, A3-85, etc... and their respective drainage areas are
shown to be in the part of the project that drains to Barbecue Creek, but actually drain to
Hickory Branch (some, such as A3-79, are fairly obvious). Please ensure that the
drainage area divide for the project is accurate. Revise as needed.
The drainage areas and subsequent B.U.A. calculations have been revised. Please see sheet
C1.0B.

2. Prior Comment 1.e. — "15A NCAC 02H.1003(2)(d)(v) — The minimum required
downstream length of vegetated area from a curb outlet system is 100 feet. There are a
number of instances where this minimum length does not appear to be provided. Please
ensure that this minimum flow length is provided."
There still appears to be curb outlets that are located in such a manner that prohibit 100
feet of downstream vegetated area, specifically A2-1, A3-4, &A4-1 (see attached). The
surface waters cannot be used as part of this 100 ft of vegetated area. Please revise as
needed. NOTE: The plan sheets indicated in the response to comments (C4.10-C4.12)
were not provided as part of the 12/29/23 resubmission.
The aforementioned Catch Basins have been revised to ensure a minimum of 100' of
downstream flow. Please See sheets C4.0-C4.9.
3. Prior Comment 4.a. — "Part D4—Please...provide a phone number and email address at
which we can contact the property owner. "
Please provide an email address for the Signing Official.
Pages three and five of the ATC Application have been revised per comments #1 and #3.
Please see the revised application in this resubmittal package.
