Dear Sir:
February 8, 2006
Subject: Request for Neuse River buffer mitigation for the replacement of
Bridge No. 255 over UT to Swift Creek on SR 1006, Wake County.
Federal Aid Project No. BRSTP-1006(14), State Project No. 8.2408401,
Division 5, T.I.P. No. B-4299. WBS Element No. 33636.1.1
The purpose of this letter is to request that the North Carolina Ecosystem Enhancement Program
(EEP) provide confirmation that you are willing to provide compensatory mitigation for the
project in accordance with the Memorandum of Agreement (MOA) signed July 22, 2003 by the
USACE, the NCDENR and the NCDOT.
The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge No. 255
over a UT to Swift Creek on SR 1006, Wake County.
There will be impacts to Neuse River Buffers associated with this project which will require
compensatory mitigation. We have avoided and minimized the impacts to riparian buffers to the
greatest extent possible as described in the permit application. We do not anticipate any impacts
to jurisdictional streams or wetlands. An application for Neuse River Riparian Buffer
Certification will be submitted upon receipt of acceptance of this mitigation. A copy of the
permit application, when submitted, can be found at
http:/1www.ncdot.org_/plannin~/ne/naturalunit/Applications html.
The project is located in the Piedmont Physiographic Province in Wake County in the Neuse
River basin in Hydrological Cataloguing Unit 03020201. Table 1 summarizes buffer impacts.

assurances that mitigation will be performed, the NCDWQ requires a formal letter from EEP
indicating their willingness and ability to provide the mitigation work requested by NCDOT.
The NCDOT requests such a letter of confirmation be addressed to Mr. John Hennessy of
NCDWQ, with copies submitted to NCDOT.
