Dear Mr. Russell,
NORTH CAROLINA
Environmental Quality
February 12, 2024
Subject: Permit No. WQ0003468
Armour Lumber Mill CLRS
Closed -Loop Recycle System
Columbus County
In response to your permit minor modification and renewal request received on June 6, 2023, and
subsequent additional information received on August 29, 2023, and November 22, 2023, we are
forwarding herewith Permit No. WQ0003468 dated February 12, 2024, to West Fraser, Inc. for the
continued operation of the subject closed -loop recycle facilities.
Modifications to the subject permit are as follows:
➢ Removal of the centrifuge system.
➢ Replacement of the current recirculation pump with a new Model T3A60S-B Self -Priming
Centrifugal Pump with a maximum operating rate of 450 gallons per minute (GPM).
➢ Addition of a model 6V Oil Skimmers Inc. oil water separator (OWS) installed in the vehicle
washdown area. The OWS was a replacement to the previous OWS, a Sandpiper PN
S3013IANNANS700.
➢ Modifications to the Ash Pond 2 outlet pipe, specifically the suction end of the recirculation
pump that draws water from the ash pond to maintain water level. Previously, the intake was
near the bottom of Ash Pond 2, which introduced an elevated solids content to the recirculation
pump. The new intake pipe is just below the surface of the pond to reduce solids and an
attached buoy holds it in place.
This permit is effective from the date of issuance through November 30, 2031, shall replace Permit
No. WQ0003468 issued on January 9, 2019, and is subject to the conditions and limitations therein. The
Permittee shall submit a renewal application no later than June 3, 2031.
Please pay attention to the monitoring requirements listed in Section IV for they may differ from
the previous permit issuance. Failure to establish an adequate system for collecting and maintaining the
required operational information may result in non-compliance.
