Safety-Kleen is an environmental services company. The Yadkin Avenue facility's primary business is distribution and collection of solvents from parts washers. The facility also collects a variety of other liquid waste materials. The facility is permitted as a Treatment, Storage, and Disposal Facility(TSD), although waste material is currently kept on-site for a maximum of ten days per regulations. File Review/History: Charlotte-Mecklenburg Storm Water Services (CMSWS)previously inspected the facility on 9/25/2 019 and the report was issued as satisfactory. Inspection Summary:The Safety-Kleen facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance during the recent inspection. Please refer to the report for comments and recommendations from the inspection. IKISPECTION Site Inspection Deficiency Comments Stormwater system (catch basins, Satisfactory Stormwater flows through the site via sheet flow to a single inlets, outfalls, etc.) catch basin which leads to a sump holding area that collects stormwater as well as liquid from the floor drains inside of the facility. Per facility staff, accumulated water is visually observed for pollutants before being discharged offsite via a hose to Yadkin Ave. Stormwater also drains via sheet flow to a grassed area near the office building and to 27th St.from the site entrance. No stormwater pollution issues were observed. Erosion issues Satisfactory No stormwater erosion issues were observed onsite. Aboveground storage tank(s)(ASTs) Recommendation The facility has two 15,000-gallon ASTs of new and used and any associated venting and/or mineral spirits solvent located within secondary containment dispenser(s)—list tank size(s)and outdoors.Assorted containers of solvents were observed to contents be stored outdoors in a covered area near the solvent ASTs. Minor staining was observed on the ground near the solvent storage area. CMSWS recommends all spills and leaks are cleaned promptly and properly to help protect water quality. Food service area(s) N/A Indoor material storage area(s) Satisfactory Many 275-gallon totes, 55-gallon drums, and other containers of various fluid wastes collected from customers were observed to be stored inside the facility. No stormwater pollution issues were observed. Indoor processing area(s) Satisfactory Solvents are used to sanitize used liquid storage containers inside the facility. No stormwater pollution issues were observed. Floor drains Satisfactory Floor drains inside the facility drain to the sump holding area which is maintained as needed.
