Subject: Industrial Facility Inspection
Safety Kleen Corp – Mecklenburg
Dear Daniel Young:
On February 6, 2024, Michael Schley and Andrew DeCristofaro of Charlotte-Mecklenburg Storm Water
Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of
Charlotte’s NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City
Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in
compliance with the City of Charlotte Storm Water Pollution Control Ordinance; however, the following
observations were made:
1) Charlotte Storm Water Pollution Control Ordinance Review
ASTs - Minor staining was observed on the ground near the solvent storage area. CMSWS
recommends all spills and leaks are cleaned promptly and properly to help protect water quality.
The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County
and the North Carolina Department of Environmental Quality (NCDEQ) – Division of Energy, Mineral and Land
Resources (DEMLR). NCDEQ – DEMLR has been copied on this report and made aware of the following
observations regarding the facility’s NPDES stormwater permit:
2) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and implemented.
3) Qualitative Monitoring
Qualitative monitoring has been conducted and recorded.
4) Analytical Monitoring
Analytical monitoring will begin to be required quarterly in Q1 of 2024 per the NCG13000 permit, Part E.
5) Permit and Outfalls
The facility has one stormwater discharge outfall listed in the SWPPP. The facility also has two locations where
stormwater discharges offsite via sheet flow to a grassed area at the office building and to 27th St. from the site
entrance.
Thank you for the assistance and cooperation with the site inspection. The attached report provides
details about inspection observations and should be self-explanatory. Please contact me at 910.523.8072 if you
have any questions or need additional information. For questions specifically regarding your State-issued
NPDES Stormwater Certificate of Coverage NCG130025, please contact Jerry Eplin with NCDEQ – DEMLR
at (704) 663-1699.
Thank you,
Michael Schley
