Facility Description:The Charlotte GP Transflo Terminal is located at 601 North Hoskins Road on approximately 50
acres in Charlotte. The facility receives bulk quantities of chemicals via rail car for local distribution.
File Review/History: Charlotte-Mecklenburg Storm Water Services (CMSWS)previously inspected this facility on
December 17, 2015 and November 15, 2018. The facility was observed to be in compliance during the December 17,
2015 inspection. During the inspection on November 15, 2018,the facility was observed to be in violation of the City of
Charlotte Stormwater Pollution Control Ordinance for an active discharge of industrial wastewater from their sanitary sewer
collection system. A follow up inspection was conducted on November 29, 2018 and issued as satisfactory to correct the
Notice of Violation.
Inspection Summary:At the time of inspection, the Charlotte GP Transflo Terminal was observed to be in compliance
with the City of Charlotte Storm Water Pollution Control Ordinance. Please refer to the report for comments and
recommendations from the inspection.
Site Inspection Deficiency Comments
Stormwater system (catch basins, Satisfactory Stormwater flows through the facility via sheet flow to a series
inlets, outfalls, etc.) of catch basins and drainage swales,which discharge from
the property via seven outfalls into a tributary to Stewart
Creek. Four outfalls that receive flow from the rail car loading
and unloading areas are equipped with automated or manual
gate valves that provide containment in the event of a spill.
Rubber mats are also used to cover the inlets during the
loading and unloading. No stormwater pollution issues were
observed.
Erosion issues Satisfactory There were no significant erosion issues observed on the
property.

Waste storage/disposal area(s)- Recommendation The facility has a covered storage area for hazardous and non
open tops,waste containers, scrap -hazardous waste materials. Several 55-gallon drums of
metal bins, etc. waste materials are stored in this area, and the drums are
located on spill containment pallets.There is also a
municipal waste dumpster located on the property. One of
the rain lids was observed to be missing from the dumpster.
CMSWS recommends that the rain lid be replaced to prevent
stormwater exposure.

building. No stormwater pollution issues were observed.
