Accordingly, we are forwarding the attached NPDES discharge permit. This pemut is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
This final permit includes no major changes from the draft permit sent to you on November 21, 2007.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this
letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This pennit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be

discharge are herby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,

1. Continue to operate a water treatment plant with a discharge of filter -backwash

2. Discharge from said treatment works at the location specified on the attached
map into Lake Reidsville (001) andTroublesome Creek (002), classified WS-III

I/ This agency has reviewed the draft permit and determined that the proposed

We understand the compliance schedule for a TRC limit was extended to 09/01/2008 as

As we noted in the initial request, several factors prompted the need for additional time. A
couple of these factors were budget limitations and the need to properly remove the sludge
from the alum sludge lagoons.
These items as well as an unfavorable bid climate are having adverse impacts on meeting the
revised schedule of compliance. Therefore, on behalf of the City of Reidsville, we are
requesting an additional time to resolve project overruns and meet the project objectives.
Bids were received on December 12, 2007 as opposed to November 28, 2007 because of an
unfavorable bid climate. Interest for the project was lower than anticipated. Four qualified
bidders were interested but two of the bidders needed additional time to submit a qualified
and competitive bid. Otherwise, the City would have only had two bids, one short of the
formal bidding requirement of accepting three bids. In lieu of proceeding with the bid
opening which would have resulted in not accepting bids and reissuing the advertisement, the
bid opening date was revised to allow more time.
The bids for the Dechlorination Facility came in much higher than anticipated. The Engineer's
Estimate for this phase was approximately $676,500 while -the apparent low bid for this phase
was $908,950. The City was already aware their available budget of approximately $493,400
was limited and would have to secure additional funds and or lower costs through value
engineering without compromising the integrity of the design and objectives of the project.
The budget overruns are primarily due to the alum sludge dredging, dewatering and disposal
and the decant structures. Budgetary pricing had been received from a couple of reputable
residual solids management companies for dredging, dewatering and disposing of the alum
sludge. The estimated budget was approximately $340,000 (upper bound) as reflected in the
Engineer's Estimate. The average bid for this item was approximately $397,000 or an increase
of approximately $50,000 to $55,000. The estimate for the decant structures was $50,000
while the average bid was approximately $127,500. The bidders placed a higher level of
complexity on the structure including the cast in place concrete.
WK Dickson and the City have resolved the budget overruns provided additional time can be
granted. The proposal involves a change in the way the alum sludge will be removed from
the lagoons. In lieu of dredging, dewatering and disposal at a landfill, the City is entertaining
a proposal from their current residuals management provider to land apply the alum sludge.
The net savings between land application and dewatering and disposal is approximately
$255,000 and will lower the cost of the Dechlorination Facility to approximately $655,000.
This cost is lower than the Engineer's Estimate and is more in line with the City's budget.
In conclusion, the City of Reidsville is requesting an additional 100 days to the revised
schedule of compliance as outlined below:
♦ 10 additional days given the bid opening delays that were outside the City and WK
Dickson's control
♦ 90 additional days so the City's residuals management provider can procure a permit
modification from NCDENR to the City's current land disposal permit to allow land
application of alum sludge.
Therefore, we request the schedule of compliance for a TRC limit be extended from
09/01/2008 to December 10, 2008.
We trust our explanation and justification is well received. The City will submit the Major
Modification Permit Fee of $215.00 under separate cover.

Dear Mrs. Wilson:
This letter is to formally request a revised compliance schedule for our DWQ Permit NCO046345 which
allows the City to discharge its effluent from the alum sludge lagoons at the Water Treatment Plant. The
current NPDES permit for the Water Treatment Plant requires our staff to meet a Total Residual Chlorine
limit of 17ug/l for a daily maximum during a weekly grab sample of the effluent for both discharge points a
maximum of 18 months after the permit's effective date. The permit was issued on June 1, 2006.
Based on email exchanges between you, Lee Spencer and Steven Tedder of the DWQ Regional Office in
Winston-Salem and our former Public Works Director Steve Routh, the Western NPDES Program is
willing to grant the City of Reidsville a schedule extension provided the following items are provided:
• Submittal of Major Modification Permit Fee of $215.00 (Enclosed for your processing)
• Revised Schedule of Compliance
• Explanation of Schedule Extension
As was indicated in the email exchange, we propose the following revised schedule compliance:
• Design Complete and Filer Permits -- September 2007
• Bid and Award Project — December 2007
• Complete Construction — May 2007
A schedule extension was previously justified and has been summarized below:
• More complex study and design phase than was anticipated
• Budget constraints and therefore the need to group this project with two other capital
improvement projects (anti -contusion and ant -surge at two of the City's larger wastewater
pump stations) to take advantage of economies of scale.

While in the study and deign phase, the dredging and dewatering of the lagoons was determined to be a
pre -requisite for the proposed Dechlorination Facility. We are optimistic that this maintenance will allow
us to almost double our detention of the backwash and waste water from the plant and significantly increase
our evaporation time and use the chlorine in the process. Once this maintenance activity is completed, we
then will complete the construction of an effluent decant structure and decant pump station and force main
and contact chamber feeding calcium thiosulfate to meet the revised effluent limitations.
If the dredging and dewatering of the lagoon is highly successfully in providing a longer detention time, the
City might possibly meet the effective total residual chlorine levels prior to the Dechlorination Facility
coming on line.
In conclusion, we will continue to adcelerate our efforts to attempt to be in compliance on or before
December 1, 2007.

I'm not positive this is Charles Hamilton's correct e-mail address - so I'm e-mailing both of you. We
received the City of Reidsville's request to modify the water treatment plant permit re. the compliance
schedule change for residual chlorine. I don't think we have a problem with that (as we discussed
before). However, and I'm sorry I didn't realize this when we were first e-mailing - our fee schedule
changed as of September 1. The major modification fee for this (which we'll consider a minor at this
time) is now $260. We'll go ahead and put this one in the queue, but we will have to have the addition
$45 (unless you'd rather us return the entire $215 and resubmit a check for $260). Hate to be picky
about this small amount (relatively speaking) - but this is what helps us fund our program (and our
computer system is giving us fits if we don't have the new fee amount!). Thanks for the help - send me
