Nowell SUBJECT: Settleable Solids Limit for Marathon Petroleum Company NPDES Permit No. NCO046213 Mecklenburg County The Technical Support Branch has reviewed the letter from Mr. P.J. Barnes concerning the subject facility. Upon review of their self -monitoring data for the past year, it is our recommendation that the settleable solids limit of 0.1 ml/l be removed from their NPDES permit and replaced with a Total Suspended Solids (TSS) limit of 30 mg/l. If Marathon Petroleum does not agree with this revi- sion, it is recommended that they pursue a SOC through the Moores- ville Regional Office. HOLLY ROAD PAW CREEK, NORTH CAROLINA 28130 MECKLENBURG COUNTY NPDES Permit - NCO046213 SUBJECT: NOTICE OF VIOLATION - EFFLUENT LIMITATIONS, BY BRENDA SMITH, NCDEHNR, REGIONAL SUPERVISOR, MOORSEVILLE, NC, DATED AUGUST 6, 1990 Dear Mr. Safrit: I This letter is in response to the NOV we received from Ms. Brenda Smith of the Moorseville regional office on August 6, requesting remedial action be taken to correct exceedences for settleable solids (0.1 ml/l limitation) for the above -referenced facility during April and May 1990. * We have reviewed our sampling procedures, the control laboratory procedures, and the circumstances surrounding excursions of the settleable solids levels, with respect to our NPDES permit limitation, and conclude that the procedures are adequate and are being performed correctly. We have also reviewed the frequency of wastewater discharges to the pond basin over the past year and note that they are not a factor as evidenced by the frequency, which has been very low, and analysis of the samples taken over that period. Our analysis indicates that the problem is exacerbated by rainfall. The pond outfall (001) is sampled whenever their is a discharge from the pond. These discharges have been noted to occur after a heavy rainfall. * Based on limitation shown in NPDES permit, dated September 1, 1989. As the level rises, there is insufficient residence time for the solids to "settle" out before discharge occurs. We plan to further investigate and study methods to improve our ability to _�--j comply with the NPDES settleable solids limitation. However, in the meantime, we request that your office review the present NPDES settleable solids limitation for applicability given the conditions that prevail at our terminal. If the settleable solids limit cannot be changed, please advise if an . C_ interim, less stringent limit may be obtained. If that is not possible, please advise me on what other vehicle might be available to Marathon while we study the situation more fully. If you have any questions, please contact N. A.
