The Town of Cary (Town) and the North Carolina Ecosystem Enhancement Program (NCEEP)
signed a Memorandum of Agreement on January 26, 2005 to design, install, and monitor a
nitrogen (N) reduction best management practice (BMP) system as part of a stream restoration
project to remove 1,215 pounds of N per year from within the Neuse River Basin.
The project is focused on a 624 -acre sub -basin draining approximately two - thirds of Cary's town
center located in the western portion of the 8,000 -acre Swift Creek Basin. Swift Creek and its
unnamed tributaries in the watershed are designated as 303(d) listed streams and contain
federally protected aquatic species downstream of the Town Center Area Plan (TCAP)
revitalization area. The purpose of the installed BMP system is to improve water quality in the Swift
Creek subbasin by reducing N exports. In a feasibility study conducted by Stantec (2005), it was
estimated that the current load in the watershed is 6,424 pounds of N per year. A removal of
1,215 pounds would equate to a 19% reduction in N loads per year.
The nutrient offset project was designed and constructed in conjunction with a multi -phase
stream restoration project completed in the fall of 2012. Pre - construction water quality and flow
monitoring was conducted between 2005 and 2007, prior to project construction. Two years of
post- construction water quality and flow monitoring was performed from July 2013 to June of
2015.

Two water quality monitoring sites were established pre- construction at the upstream and
downstream ends of UT to Swift Creek within the project area. For consistency in water quality
data, the same sites (as close as could be established post- construction) were established for
post- construction monitoring. The first site (Site #10) was established upstream of the original
restoration project area. Subsequent restoration phases resulted in Site # 10 being located within
the stream restoration project area. The downstream site (Site # 1) was established downstream
of Maynard Road. Photos of the sites are below and locations are depicted in Figure 1. Note
that sites #249 were abandoned early during pre- construction monitoring and are not included
as part of this water quality study.
The study entailed the collection of grab samples primarily during stormflow events to determine
the effects of the BMPs on attenuating nitrogen from storm events.
A total of 15 sampling events were conducted at the upstream (Site #10) and downstream (Site
# 1) monitoring sites pre- construction. An additional four samples were collected downstream
without a corresponding upstream sampling event, pre- construction. Post - construction, a total
of 11 sampling events were conducted both upstream and downstream.

Samples were analyzed by ENCO Environmental Laboratories, which holds North Carolina
environmental certification under NELAP accreditation guidelines. Samples were analyzed for
Total Kjeldahl nitrogen (TKN), nitrate (NO2), nitrite (NO3), and nitrate /nitrite (NO2 /NO3). Full copies
of laboratory reports are presented in Appendix A.
Pre - construction and post- construction water quality data are presented in Table 1 and Table 2,
respectively. Total nitrogen (TN) was calculated by summing TKN and NO2 /NO, or NO2 and NO3
as applicable. Where parameter results were reported to be less than the method detection
limits (MDL), an assumed value of half the MDL was used for the purposes of calculating TN.

For the purposes of this study, a regression analysis was performed to determine the 'treatment
effect' of the BMPs as part of the stream restoration project within the study area. Specifically, a
multiple linear regression which investigated interactions between variables was performed. In
effect, the change in average concentration in the upstream location before and after
construction was treated as the control (i.e., the variables were set to 0). The downstream
location and post- construction scenario was the treatment (i.e., the variables were set to 1). A
dummy variable was created multiplying location by scenario, such that only downstream, post -
construction scenario samples were assigned a value of one. Note that the treatment effect of
the BMPs versus the stream restoration project cannot be separated. The regression equation
was set up as follows:

In this equation, the coefficient of g ((33) represents the treatment effect of the BMPs within the
study area. The regression analysis was performed using the Analysis Tool Pak in the Microsoft
Excel 2010 software. To perform the analysis, sampling events which included an upstream and
downstream sample on an individual date were included in the analysis, i.e. sampling events
which occurred in only one location were omitted. The regression analysis was then performed a
second time, removing baseflow samples from the dataset, to determine if the effect of the
BMPs and stream restoration could more strongly be seen for stormflow events. Results of the
analysis are presented in Figures 2 & 3 below.
For the analysis on all flow events, R3 = - 0.3360. The result signifies that in effect, if downstream
and post- construction, on average TN concentrations will be 0.3360 mg /L lower than predicted
in the absence of the project for all flow events. For stormflow events only, (33 = - 0.4227. If
downstream and post- construction, on average TN concentrations will be 0.4227 mg /L lower
than predicted in the absence of the project for storm events. This is a 27% reduction from the
average pre- construction upstream stormflow concentration.
It should be noted that p- values for (33 were high for both analyses (p = 0.3927 and 0.3237,
respectively). This signifies that there is high variability in the data, and the results are not
statistically significant despite the decreased concentration levels that the model attributed to
the project, due in large part to the substantial variation in observed concentrations.

The feasibility study for this project (Stantec 2005 and 2008) investigated land use to estimate
annual pollutant loads, and literature values for BMP percent pollutant reduction rates to
estimate potential nitrogen load reduction by the project. While the MOA specified a 19%
reduction in loads, the feasibility study estimated a potential 24% reduction in annual nitrogen
loads by the project.
Statistical analysis of pre- and post- construction water quality data showed that on average,
nitrogen concentrations were lowered by the treatment of the BMPs and stream restoration
project by 27%; however, the results were not statistically significant due to the variability in the
data. Literature values of BMP pollutant reductions in stormwater wetlands are estimated to be
40% for nitrogen (NCDENR, 2009). Stream restoration projects are noted to attenuate nitrogen
loads as well via reconnecting the stream to the floodplain and decreasing stream velocities.

MRL Method Reporting Limit. The MRL is roughly equivalent to the practical quantitation limit (PQL) and is

factor, and, in the case of soil samples, moisture content.
N The analysis indicates the presence of an analyte for which there is presumptive evidence (85% or greater
confidence) to make a "tentative identification ".
