Re: City of Havelock Special Order by Consent (SOC) S19-002, 2023 Q4 Report
Dear Mr. Tankard:
We are submitting this Quarterly Report for the fourth quarter of 2023 on behalf of the City of Havelock,
summarizing the progress related to the SOC below. The below items outline the status of action items
required of the City by the SOC:
• Items 2.c.1, 2.c.2, and 2.c.3 are complete and have been reported as complete previously.
• Item 2.c.4
The project covering the improvements defined under Item 2.c.4 is under construction.
The Contractor has experienced some delays during construction, including material
delivery issues, differing subsurface conditions, and challenges with accessing some
properties.
On December 22, 2023 the city of Havelock submitted an application for extension of the
SOC to June 14, 2024 to accommodate the delays experienced.
• The City has not identified the need for other improvements requiring near -term action
within the fourth quarter of 2023 beyond routine system maintenance.
• The City did not experience an overflow in the system during the fourth quarter of 2023.
A spill was documented in January 2024 that will be reported for the first quarter of
2024. However, given it happened recently, we wanted to clarify now that the spill was
not a result of the deficiency in the system being addressed as part of the project under
2.c.4 of the SOC.
The City of Havelock appreciates the state's assistance in its efforts to remedy the deficiencies
that have resulted in overflows within the City's system. If you have any questions regarding this
quarterly report or other matters related to the SOC, do not hesitate to contact me.
