Dear Mr. Britt:
The Division issued an NPDES permit modification for NCO062855 to the Town Of Robbins on May 6,
2005. It has come to our attention that the issued permit contains an error in the omission of a footnote indicating
when Method 1631 must be used for analyses of total mercury. This method must be used only when the Town
begins discharging at the 1.3 MGD flow. As long as the W WTP is operating under the 0.5 MGD effluent limitations
and monitoring requirements, Method 1631 is not required.
In accordance with our review, the Division is forwarding herewith a correction to the subject permit.
Enclosed please find the modified effluent permit page. This page should be inserted into youf permit and the old
ones discarded. This permit modification is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this permit is not transferable. This permit does not affect the legal requirement to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, Coastal Area Management Act or any other Federal or Local government permit that may be
required.

During the period beginning upon written authorization by the Division of Water Quality to increase flow
and lasting until expiration, the Permittee is authorized to discharge from outfall 001. Such discharges shall
be limited and monitored by the Permittee as specified below:

Notes:
1. Upstream = at NCSR 1456. Downstream = at High Falls Dam (above NC Highway 22 bridge). Upstream and
downstream samples shall be grab samples collected 3/week during June, July, August and September, and weekly
during the rest of the year.
2. The monthly average effluent BODS and Total Suspended Residue concentrations shall not exceed 15% of the
respective influent value (85% removal).
3. The daily average dissolved oxygen effluent concentration shall not be less than 5.0 mg/L
4. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
5. Compliance shall be based upon a quarterly average of weekly samples.
6- Analyses for total mercurymtut be performed using EPA Method 1631.
Z- Chronic Toxicity (Cer�) limit at 10% with testing in January, April, July and October (see A. (4)).
There shall be no discharge of floating solids or visible foam in other than trace amounts.
