The subject Special Order by Consent (SOC) contains terms and conditions agreed to by the Town of
Siler City and the North Carolina Environmental Management Commission that were established to
promote Siler City W WTP's expedited return to consistent compliance with applicable environmental
laws, rules and/or permit conditions. Along with elements of limited relief fronts existing regulation, the
SOC includes an enforceable compliance schedule and provision for the assessment of stipulated
penalties when SOC tenns and conditions are not met.
Pursuant to Paragraph 2 (a) of the SOC, Town of Siler City was required to complete construction of
WTP Pretreatment Improvements by July 31, 2023, the due date was extended to October 29, 2023,
upon the request by the Town. A review of our riles has determined that as of the date of this letter,
