8. PROJECT SUMMARY:
The proposed project is to add a third slip with a boatlift and finger pier to the existing docking
facility. There is currently a single-family residence with driveway, bulkhead and existing two
slip docking facility. A total of three slips are proposed (2 existing and 1 new). The boat size
would be limited to a maximum of 24' and would be of open runabout design. Water depths
within the existing and proposed slip areas are -2' nlw plus.
9. NARRATIVE DESCRIPTION:
The Oakley project is located at 5708 East Landing Court, Emerald Isle, Carteret County. The
property is 0.39 acres in its entirety with 76 linear feet of shoreline and is stabilized with a
bulkhead along Bogue Sound.
This section of Bogue Sound is not designated as a Primary Nursey Area and is open to the
taking of shellfish. It carries a SA/ORW water classification. The substrate is mostly sand and
silt. According to DMF survey data there is SAV waterward approximately 300' from the
existing docking facility, but there was no SAV or shellfish beds observed within the project
area during the site visit. The water depths within this location are-2.'nlw/mlw plus within the
slip areas. There is no dredging proposed within navigable waters and there are no known
historic or archaeological areas of value known within the project sites.
10. PROJECT DESCRIPTION:
The applicant is proposing to add a third slip with boatlift and finger piers to the existing two
slip docking facility. The applicant is proposing a 13' x 13' boatlift along the east side of slip 2
and the existing finger pier. The applicant is also proposing 2 finger piers of 4'x15' and 4' x
30' east of the existing finger pier. A waiver was obtained from Mr. Redd to encroach within
the 15' riparian setback along the Oakley/Redd riparian access line. All proposed development
does not exceed the existing docking facility length and a max of three slips (2 existing and 1
new) is proposed.
11. ANTICIPATED IMPACTS:
The proposed docking facility would shade/incorporate 536 W of open water habitat (no SAV).
The increase in suspended sediment and turbidity levels from the piling placement would be
temporary, occur while the piling placement is taking place and should be minimal given the
bottom composition. The proposed docking facility should not be a hindrance to navigation due
to the fact all portions would be located landward of the channel area. There would be no impacts
to wetlands, shellfish or SAV resources.

113A-119(b) that an application for a development permit in an Area of Environmental
Concern as designated under the CAMA was received complete on 1/22/2024. According to
