PROJECT SUMMARY: The applicant proposes to extend an existing 130' long (100' long from edge of marsh) "T- head" pier an additional 200' for total length of 330' (300' long from edge of marsh) in Newport, Carteret County, NC. This will include removal of an existing lift and adding 2 lifts on either side of the proposed T-head pier extension. 9. NARRATIVE DESCRIPTION: The Hedgepath project is located at 185 Salty Shores Point Road in Newport, Carteret County. The lot is developed with single family residence. There is an existing 130' long (100' long from edge of marsh) T-head pier with a single boat lift that exists along the 105' shoreline. Bogue Sound runs along the south side of the property. The upland vegetation mainly consists of lawn grasses and shrubs. There are coastal wetlands primarily consisting of Spartina alterniflora and Spartina patens along the shoreline. The waters of Bogue Sound have approximately a 2.5'-3' lunar tidal amplitude. The water in the area is classified as ORW;SA waters. This area of Bogue sound is not designated as a Primary Nursery Area and is open to the taking of shellfish. As measured from NCDCM Interactive Map, the closest federally maintained channel is located to the south and is approximately 700' away from the edge or marsh and would be approximately 425' from the end of the proposed pier. The applicant denotes that the federally maintained channel will be 350' from end of proposed pier in submitted drawings. The water body width at the most narrow point as measured from the edge of marsh is approximately 1235' (Carteret County GIS). Applicant denotes water body width as 1406' on submitted drawings. The maximum pier head length measures approximately 295' from the edge of marsh. Water depths within the proposed project area range from -1.5' NLW at the end of the current pier to -2.5' NLW at the furthest end of the proposed pier location. Between 130' offshore to approximately 275', water depth maintains a consistent depth of approximately-1.5'NLW. Water depth increases to approximately -2' NLW at 300' offshore, and ultimately to around - 2.5' NLW at the end of the proposed 330' pier. The bottom substrate is sand. SAV is present along the entirety of the proposed project area for the pier/dock addition. A CAMA major permit application was required due to lack of change in water depths for any portion of pier exceeding 200' in length and exceeding existing pier head length. 10. PROJECT DESCRIPTION: Currently, there is a 130' long T-head pier with 1 boat lift that exists at 185 Salty Shores Point Rd, Newport, Carteret County. The applicant proposes that the existing pier be extended an additional 200' for a final length of 330' (300' long from edge of marsh). The existing lift will be removed and will be replaced with 2 new lifts on either side of the proposed T-head platform. The existing T-head platform measures 10'x20'. The proposed T-head addition will also be 10'x20' for a total shaded impact of 350sgft. The proposed slip locations have water depths of approximately-2.5'NLW. The most waterward portion of the proposed docking facility would not exceed a maximum length of 330' (300' from edge of marsh) and would maintain the minimum 15' setback required from both adjacent property owners. ANTICIPATED IMPACTS: The proposed extension for the pier walkway, 200sgft T-head platform, and 2 boat lifts would usurp an additional 1,350sgft of shallow bottom habitat. The proposed development would not exceed the platform square footage allotted. The new development would measure a max of 330' (300' from edge of marsh) and would increase the slip count from 1 to 2. The increase in suspended sediment and turbidity levels from piling placement would be temporary and limited due to sandy bottom composition. There would be limited impacts to navigation as the ICWW is located approximately 425' away from end of proposed development. The proposed pier would exceed the existing pier head length by approximately 5' (as measured from edge of marsh) but would not exceed the 1/4 width limitation of Bogue Sound along this shoreline. The proposed docking facility would meet the minimum 15' setback from the riparian access lines. SAV was observed within the proposed pier, platform, and lift areas. Extending the pier would reduce boating impacts on SAV due to water depths of -2.5' nlw within the proposed slip areas. This area is open to shellfish and no shellfish resources were observed within the project area. The existing pier, constructed in 2020, extends 130' south into Bogue Sound and consists of standard Hog Slat (8'x5') sections with one boat lift. The project would extend the pier 200' to a water depth of 4'. The existing boat lift would be removed and 2 new lifts will be added at the end of the new T-head extension. The new pier extension will match existing construction. The purpose for this extension is that the water depth at the existing pier is not sufficient for access for a 22' center console boat.
