In order to facilitate the proposed development and provide sewer utilities to lots, it is necessary to have sewer line and maintenance crossings. To facilitate the development of the site, clearing and grading the site is necessary. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The applicant has designed the proposed residential sub -division to avoid other impact to streams, wetlands and open water ponds. The applicant has selected the sewer line crossing locations in areas that the stream is narrow, straight with few meanders with no adjacent wetlands. The applicant designed the road crossing the utilize a 3:1 side slope and an approximate 9 foot tall retaining wall, thus reducing the permanent net loss impact to the stream. The remaining 0.65 acres of wetlands, 3,215 linear feet of stream channel and 0.954 acres of open water ponds are being avoided. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The clearing limits will be staked and sediment erosion control devices will be used. Temporary coffer dams will be installed upgradient of the proposed road and sewer crossings. During construction, water will be pumped around the construction footprints. Appropriate stream bank protection will be provided in the channel during road construction and all excess excavated material will be immediately removed from the stream bank/road crossing area. Upon completion of the culvert installation, the temporary sand bag coffer dam will be removed and flow will be diverted through the culvert. Following culvert installation, disturbed banks will be restored to similar pre -construction conditions, matted and seeded/live staked. 2. The project area contains an approximate 40 year old hardwood forest. Suitable habitat for Schweinitz's sunflower is not located within the proposed project area. Therefore, we have made a determinaton of no effect for this species. Hibernacula or caves are not located within the proejct area. Therefore, we have made a determination the proposed project will have no effect to gray bat. Percussionary, vibratory or blasting activties are not proposed. The project area is located greater than 80 miles from known NLEB hibernacula or summer r000sting trees. Therefore, we have made a determination the proposed project is not likely to adversely affect NLEB. 6. Essential Fish Habitat (Corps Requirement) 6a.
