NC 0040070 GASTON COUNTY, NORTH CAROLINA Applicant's Name: City of Gastonia Applicant's Mailing Address: Post Office Box 1748 Gastonia, North Carolina 28052 Location of Facility: The water treatment plant is located at the corner of East Falls Street and East Long Street in Gastonia. Existing Facilities: There are no existing wastewater treatment facilities located at the water treatment plant. Proposed Facilities:. The City proposes to construct an equalization basin and wastewater collection facilities and discharge all waste- water to the City sewerage system. Receiving Stream: Unnamed tributary to Long Creek. Type of Wastewater: Filter backwash and alum sludge from settling basin. (2) Upon approval by N. C. Division of Environmental Management begin construction on or before April 30, 1979. (3) Submit a progress report on or before Plovember 30, 1979. (4) Complete construction and cease all discharges to the surface waters of the State on or before May 31, 1980. Other Pertinent Information: The NPDES Permit Application was received in this Office on October 19, 1977. A site investigation was performed by personnel of this Office on January 4, 1978, and the City was advised of the effluent limitations assigned to this point of discharge by a letter dated January 9, 1978. The City was also requested to submit a proposal for complying with the effluent limitations and a time schedule for the construction of the facilities necessary to comply with the limitations on or before March 15, 1978. The City did not submit the information as requested and another letter was sent to the City on March 30, 1978. This Office received an undated letter on April 12, 1978, which included a time schedule for complying with the effluent limitations; however, the letter did not specify what facilities would be constructed in order to achieve compliance. The City was requested to submit this information and by letter dated May 7, 1978, the City advised that facilities would be constructed in order to eliminate the discharge of wastewater to the surface waters and discharge the wastewater to the City sewerage system for treatment. However, this Office felt that the time schedule which had been submitted by the City contained an excessive amount of time to accomplish the proposed work. A meeting was held at this Office on June 12, 1978, with City officials and their consulting engineers to discuss the time schedule. The City officials and their consultants did not feel that the project could be completed in any less time (two years) than had originally been proposed by the City. The City has already received approval of grant funds from Clean Water Funds from the Division of Health Services in the amount of approximately $200,000 for this project. A bond referendum must be held to finance the remaining estimated $600,000 required to complete the project. AA
