Part II - DESCRIPTINOF PROPOSED TREATMENT WORKS There are no .xisting wastewater treatment facilities at the Gastonia later Treatment Pl ;i:rt. The City plans to construct a wastewater collection system at the water plant and discharge the wastewater to the sewerage system for treatment at the Long Creek Wastewater Treatment Plant. The City has proposed a schedule for the construction of the proposed facilities in order to eliminate the discharge to the surface waters of the State. However, this Office felt that an excessive amount of time (two years) to accomplish the proposed construction had been projected by the City. A meeting was held in this Office on June 12, 1978, with Mr. Graham Wilson and Mr. John Schuler of the City of Gastonia; Mr. Dick Moore and Mr. Henry Moore of Moore, Gardner & Associates; and Mr. Rex Gleason and Ar. K,aitii ilvercash of the Division of Environmental Management in attendance to discuss the proposed schedule. The City does not feel that a shorter time schedule would be feasible. It is, therefore, recommended that a Special Order by Consent be prepared which includes AA Page Two the proposed time schedule and that a Permit be issued containing the final effluent limitations assigned to this point of discharge. Part III - EVALUATION AND RECOMMENDATIONS It is recommended that a Permit be issued for the continued discharge of the wastewater from the Gastonia Water Treatitient Plant including the following final effluent limitations: Parameter Fi ow TSS Settleable Matter Turbidity (Above background) Effluent D. 0.
