Facility Summary
This facility is a conventional technology water treatment plant [coagulation, flocculation, sedimentation,
and filtration] with discharge of wastewaters from media filter backwash and sedimentation basins with a
design potable flowrate of 23.30 MGD and a wastewater discharge of 0.75 MGD. Because the waste flow
is >50k gpd, continuous flow monitoring is required. The facility consists of the following water and
wastewater treatment units:
• coagulation
• disinfection equipment
• two (2) 0.600 MG sedimentation basin
• filtration
• alum sludge de -watering facility
• dechlorination equipment
• chemical usage consists of
o aluminum sulfate
o sodium hypochlorite
o sodium hydroxide
o sodium bicarbonate
o hexameta-phosphate

Monthly age FLOW (MGD) — Backwash or reject flow 0.75(MAX).
Eligibility for Coverage Under the General Permit NCG590000 — The Two Rivers Utilities Water
Treatment Plant (WTP) is not eligible for the general permit because there is not enough toxicity data. At
least one permit cycle of toxicity data for is needed to determine eligibly.
Toxici — With an IWC >0.25%, this permit requires Chronic Whole Effluent Toxicity (WET) testing
using Ceriodaphnia dubia to be performed as a 7-day pass/fail test at 90% effluent concentration, during
January, April, July and October [TGP3B].
For Renewal — This permit reflects discharge at Outfall 001. DWR updated the facility description and
Map; added parameter codes to Section A. (L); added Electronic Reporting - Discharge Monitoring
Reports page [Section A. (2.)]; changed flow monitoring to Continuous and Recording; added quarterly
Total Zinc monitoring; and added weekly Turbidity monitoring with limit.
Stream — Discharge from WTP for outfall 001 is into the an unnamed tributary to Long Creek [Stream
Segment 11-129-16-(4)]. The segment is currently listed in the 2012 North Carolina 303(d) List as
impaired for Turbidity.
RPA — A RPA was not conducted. The most recent data was in February 2006 for Iron and Aluminum.
