Beach - We have issued a contract modification request to move the Crosswinds Campground beach. Crossover - We have written the N.C. Department of Transportation reminding them of their earlier commitment to construct a crossover on US 64 at the entrance to the new operation and maintenance facilities at Jordan Lake (copy encl). Area Lights - We will add an area light at the entrance gate on all future sites as well as modify contracts to add similar area lights for ongoing construction. Box 1890 Wilmington, NC 28402-1890 Dear Mr. Vithalani: During the onsite campsite approval inspection conducted at Crosswinds Campground on March 29, 1988, several points were discussed that need your attention. All inspection attendees reviewed the staking for the beach area and found that the contours did not match working drawings. The contours appear approximately correct, but the beach grading and layout appears to have slipped farther out into the water resulting in a very small cove beach with little or no layout area. Major grading then becomes necessary to improve the layout space/water area ratio. During the remainder of the day a second, very accessible, natural beach area was located. The State supports the new location because it can be truly handicap accessible, sufficient parking is available, good slopes are present, and there seems to be a natural accumulation of sand at this point. The Contractor was ready to clear the area on Tuesday, so an immediate determination by the Corps will be necessary to avoid contractor claims. The Contractor did, however, express interest in working with us but cannot stand any long delay. I requested that the US 64 median crossover to the O & M area be completed as part of the current contract since neither the HQ/visitor center building or the O & M center will function properly until the crossover is installed. Please find attached the letter giving permission to construct the crossover. The P.O. Page Two March 31, 1988 Division of Parks and Recreation feels this is an immediate need at the lake and should not be put off for construction by others in the future. The last item I would like to address is the need for safety area lights at all main recreation area entrance gates. We have been commenting that an area light should be added to all plans the Corps has sent to us for review. We have also tried to implement the directive in areas already completed. They have received a quote from CP&L for a light at the Crosswinds Boat Launch area that is beyond our resources to implement. Is it possible for the Corps to incorporate this item into your electrical contract at the O & M area? A copy of the quote is attached for your review. C. 27611 Dear Mr. Seigh: To respond to your letter of September 15, 1987 requesting a signal light at the intersection of US 64 and Parkers Creek Day Use Area and Campground adjacent to Jordan Lake, this request has been investigated. Our investigation, based on existing quantity of through and turning traffic, reveals that a signal light cannot be justified at this time. As these quantities increase, additional investigations may be warranted. Also, in your letter you requested a permanent crossover at the intersection of US 64 and the access road to the maintenance center and boat ramp. This crossover was approved May 4, 1984. Attached is a plan showing this proposed crossing with a left turn lane in the median of west and east bound lanes and a right turn lane in the east bound lane Also attached is a proposed typical section which shows these lanes to be constructed with 8" of asphalt With this information you may proceed with this construction. BOX 1890 WILMINGTON, NORTH CAROLINA 28402-1890 July 12, 1988 IN REPLY REFER TO Civil Engineering Section Mr. Fred Whitesell Division Engineer Post Office Box 1067 Aberdeen, North Carolina 28315 Dear Mr. Whitesell: The Corps of Engineers is currently constructing an operation and maintenance facility at Jordan Lake for the Division of State Parks use in operating recreation sites on the lake. The operation and maintenance facility is located off Hwy 64 on the east side of the lake. Please see the attached map for a more exact location. In a letter dated May 4, 1984, (enclosed), Mr. H. H. Jordan indicated that the N.C. Department of Transportation would construct a crossover at the operation and maintenance facility. I apologize for our oversight in furnishing the requested construction schedule but at that time our schedule was not certain. As it stands we anticipate the access road to be completed in early August 1988. However, due to the maintenance areas dependency on other ongoing construction for wastewater collection and treatment the actual expected occupancy date is anticipated to be early December 1988.
