Elementary School WWTF on 1/11/2024. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Non-discharge Permit No.

Inspection Summary:
An inspection of the South Topsail Elementary School Wastewater Irrigation System, Permit Number WQ0013181, was
performed on January 11, 2024 in order to document the status of the wastewater treatment and irrigation system. Present
during the meeting were Glenn Rogers, Maintenance Director for Pender County Schools,Jameson Vaughan with Meadows
Well Drilling as well as Bryan Lievre and Ann Marie Baxter, both with NCDEQ, Wilmington Regional Office.
The system generally included (in sequence):
o A 1,500-gallon grease trap
o An 8,000-gallon septic tank
o A 10,000-gallon pump tank with two 90 gpm pumps and a high water alarm
0 710 linear feet(LF)of four-inch diameter force main
o A 35-feet by 80-feet surface sand filter
o A tablet chlorinator
o A 356,800-gallon storage pond
o A Perc Rite filtration system
o A 3.1 acre drip irrigation area consisting of 12 zones and 4,200 LF of 2.5-inch return line
o Three monitoring wells (MW-1, MW-2 and MW-3)
o All necessary piping, valves, controls and appurtenances
As noted during an inspection by other NCDEQ staff on February 23, 2022, and verified during the more recent site visit, the
wastewater system to the facility is now connected to discharge into the collection system which leads to the Pluris
Hampstead WWTP (Permit Numbers W00037287 and NC0089524).
As part of closure activities, the following activities were reportedly taken:
o The effluent line from the pump tank was retrofitted to be piped to the collection system which
leads to the Pluris Hampstead WWTP, along with the installation of other pumps;
o The four-inch diameter force main line leading to the surface sand filter was abandoned;
o Lewis Farms & Liquid Waste, Inc. staff pumped materials from the lagoon into the collection
system serving the Pluris Hampstead WWTP. No samples were obtained from the lagoon area, but the
lagoon was backfilled with sand fill;
o The sand filter, tablet chlorinator and drip irrigation lines were removed; and,
o Monitoring wells MW-1 and MW-2 were abandoned by Meadows Well Drilling staff on June 2, 2022.
Monitoring well MW-3 was abandoned by Meadows Well Drilling staff on January 11, 2024, which was
witnessed by NCDEQ staff.
It should be noted that NCDEQ staff were not notified of the intent to or actions to remove any of the wastewater structures
before being taken out of service.
