Dear Ms. Manuel,
Franklin County is in receipt of NOV-2024-DV-0011 dated January 08, 2024. Events that led to the SSO’s for which
this NOV referenced was due to heavy rain and storms resulting in excessive system loading and equipment
failure.

The evaluation of the system is underway, and funds are being utilized to mitigate and correct these issues.
Franklin County staff have worked diligently in the weeks since these events to determine sources of I&I into the
system. Franklin County’s Board of Commissioners have approved funding dedicated to sewer line and manhole
rehabilitation. Please note, a project to increase the Youngsville Lift Station force main is also currently in the
planning stage and will assist in efficiency of the station.

We are confident that with the above-mentioned plan of action Franklin County can greatly lessen the chance of
future SSO’s occurring within the system.
