FACILITY SUMMARY
Rowan-Salisbury Schools operates a 100%domestic wastewater treatment plant for an estimated 1,190
people.West Rowan High School WWTP is a minor facility(flow< 1 MGD)with a design capacity and
permitted wastewater discharge of 0.010 MGD. The permit for the WWTP was originally issued in August
1981. This facility utilizes the following treatment components:
• Septic tank
• Dosing tank
• Alternating dual surface sand filter
• In-ground effluent holding tank

RENEWAL SUMMARY
This renewal contains the following changes:
• Updated eDMR language for electronic data submission in Part I. A. (3).
• The Mooresville Regional Office stated that the results of a dye test conducted at the discharge
point indicated that there is a lack of mixing of the effluent with the receiving stream;therefore,
MRO recommended adding chlorination to the effluent. A total residual chlorine limit was added to
the table in Part I A. (1.)which will take effect on January lst,2029.
COMPLIANCE HISTORY
West Rowan High School WWTP has not had an enforcement on record since 2000. The facility has been
issued one NOV for a pH limit violation in 2023 since the permit was issued in February 2020.Most recent
inspection(October 2020) showed the facility to be in compliance.
COMMENTS ON DRAFT PERMIT
• Mr. Roberto Scheller(Environmental Consultant,Mooresville Regional Office)noted that effluent
samples were collected at the facility during November and December 2018 at the end of pipe
effluent discharge point., and the results of fecal coliform were greater than 2500/100 ml. Mr.
Scheller also stated that a dye test conducted at the discharge point indicated that there is a lack of
mixing of the effluent with the receiving stream and the dye did not mix for at least 100 feet
downstream.MRO recommended adding chlorination to the effluent at this facility. Therefore,a
total residual chlorine limit was added to the table in Part I.A. (1.)which will take effect on
January 1',2029. This delay is to allow time for the installation of disinfection equipment.
