Dear Mr. Wells:
We are pleased to inform you that the Crosswinds Marina Breakwater has been completed
and was accepted by the Division of Parks and Recreation (OPR) representatives an May 14, 1998,
for the purposes of operation and maintenance, Staff members of both the Corps and DPR were
present on May 14 for the pre-final inspection. DPR's acceptance was made with the condition that
the Corps would complete several items listed in Enclosure 1.
A copy of the marked up as-built drawings will be provided by the contractor upon
completion of his work and will be provided to Mr. Fred Hagenberger as soon as we receive them.
A set of final as-built drawings will be provided to DPR once we have completed them. Any
problems that are suspected to be covered as warranty work should be addressed to Mr. Bill Black
at our Raleigh Resident Office. All other issues or concerns should be addressed to the
undersigned.
Please sign on the appropriate line below accepting the facility on behalf of the Division of
Parks and Recreations for signature by the appropriate DPR official acknowledging their acceptance
of the facility for operation and maintenance purposes and return to this office as soon as possible.
Upon receipt of official acceptance, our Savannah Real Estate Office will be working with the State
to amend the lease agreement to incorporate the new breakwater into the conditions of the lease.
With the completion of the Crosswinds Marina Breakwater, all recreation facility work at
B. Everett Jordan has been completed. We look forward to working with you and the other State
agencies involved to bring this project to total completion to the satisfaction of both the State and
the Corps of Engineers. If you have any questions or concerns, please call me at (910) 251-4671.

ENCLOSURE 1
WORK ITEMS TO BE ACCOMPLISHED BY CORPS AS CONDITIONS OF ACCEPTANCE
OF CROSSWINDS MARINA BREAKWATER
BY NORTH CAROLINA DIVISION OF PARKS AND RECREATION
FOR THE PURPOSE OF OPERATION AND MAINTENANCE
1. Install anchor line intermediate anchors.
2. Install warning buoys (six in all, same type, installed on breakwater anchors). Change end
buoys so that they would be the same "Restricted - No Boats" warning buoys as the rest of the
buoys.
3. Correct drainage at top of rip-rap in work area. Currently the repaired area does not drain
properly to funnel drains.
4. Fill in crack on funnel drain apron.
5. Copy of all contractor submittals that Identify materials used for the breakwater that might be
involved in maintenance actions such as chains, anchor ropes, etc.
6. Provide and install 5 flashing orange lights. (Lloyd Williamson will purchase these plus extra
ones.)
NOTE: It is estimated that it will take approximately three weeks (End of first week of June 1998)
to complete all actions by the contractor.
