Additional Request for Information for the Permit Renewal and Minor Modifications
The West Fraser Armour Lumber Mill (West Fraser) is submitting this letter in response to the Additional
Request for Information dated August 9., 2023. Please see the information listed below.
A. The person who signed the application far Permit WQ0003468, D. J Russell, has not been
designated as a signature authority for the Armour Lumber .till facility. Please submit a
designation letter pursuant to 15A NCAC 02T. 01 06(c) authorizing Mr. Russell to sign this
application, or resubmit the application signed by a signature authority for thisfacility. A blank
designation letter template is attached to this letter.
West Fraser is submitting thecompleted designation letter to authorize Mr.. Russel to sign the
application.
B. The annual fee of $360for Permit WQ0003468 is overdue. This payment is for the period
beginning on August 1., 2023, through July 31, 2024. This payment was due on August.)-, 2023, as
listed in Invoice 4: 2023PROO6755. Permit WQ0003468 will not be issued until the annual fee is
paid pursuant to 15.E NCAC 02T. 0120(c)
West Fraser has/is submitting the payment for August 1, 2023 through July 31, 2004 as
required.
C. In Section A2 of the Cover Letter submitted as apart of the application for the minor
modification o Permit WQ0003468, applications for both prior andfuture modifications are

discussed It is unclear f the applicant is requesting this permit modification be issued onlyfor
prior modifications (i.e., decommissioning of the centrifuge, replacement of the OTC''
replacement of the recirculation pump, and modifications to the pum inlet let at Ash Pond 2) or if

the applicant would like future modifications (i. e., installation of an ash dewatering system at the
boiler area and installation of two area-velocityflow meters) to he permitted at this time as well.
Please specify if it is the desire of the applicant to permitfutw-emoth cations as apart of this
application andpermit issuance process. A second Additional Information Request may be issued
de pending on the answer to this question.

prior and planned future modifications per the discussion w'th NCDEQ on a teleconference
on July 14, 2022. Geosyntee and West Fraser note that thepryand planned mod*fications

increase in volume •or pollutant load of the effluent; and (ii) do not result in a significant
