received on June 6, 2023, and subsequent additional information received on August 24, 2023. However,
additional information is required before the review may be completed. Please address the items on the

A. Cover Letter:
1. Per the submitted cover letter, two of the minor modifications already performed at the facility are
described as the removal of the centrifuge system and the addition of a new oil/water separator.
Please confirm that the centrifuge system was replaced by the new oil/water separator.
If the centrifuge system was replaced by the new oil/water separator, please provide an attestation
verifying the new oil removal system is equal to or more efficient than the previous centrifuge
system.
2. Per the submitted cover letter, the recirculation pump is being replaced as part of the minor
modification. The operating rate of the previous recirculation pump was listed as 500 gallons per
minute (GPM). Based on the performance curve submitted in the current application, the new
Model T3A60S-B Self -Priming Centrifugal Pump cannot operate at a rate of 500 GPM. Please
provide the correct rate at which the new pump will be operating and plot this point on the
performance curve.
Per the submitted cover letter, modifications to the Ash Pond 2 outlet pipe have been made.
However, it is unclear what modifications were made. It appears that a rip rap pad for erosion
control was added which involved excavation into the clay liner. This excavation could potentially
compromise the clay liner integrity. Please provide a thorough explanation of the modifications
made to the outlet pipe and comment on the clay liner integrity.
B. Attachment B — Signature Authority Delegation:
A signature authority designation letter was submitted as a part of the response to the Additional
Information Request dated August 9, 2023. The person who signed this letter, Paul Jenkins, does
not have the authority to designate D. J. Russell as a signature authority for this facility. Please
resubmit the designation letter signed by a principal executive officer of at least the level of Vice
President pursuant to 15A NCAC 02T .0106(c) authorizing Mr. Russell to sign this application, or
resubmit the application signed by a signature authority for this facility. A blank designation letter
template is attached to this letter.
