received on June 6, 2023. However, additional information is required before the review may be completed.

A. Signature Authority Designation:
1. The person who signed the application for Permit WQ0003468, D. J. Russell, has not been
designated as a signature authority for the Armour Lumber Mill facility. Please submit a
designation letter pursuant to 15A NCAC 02T .0106(c) authorizing Mr. Russell to sign this
application, or resubmit the application signed by a signature authority for this facility. A blank
designation letter template is attached to this letter.
B. Permit Annual Fee:
1. The annual fee of $360 for Permit WQ0003468 is overdue. This payment is for the period beginning
on August 1, 2023, through July 31, 2024. This payment was due on August 5, 2023, as listed in
Invoice #: 2023PR006755. Permit WQ0003468 will not be issued until the annual fee is paid
pursuant to 15A NCAC 02T .0120(c).
C. Clarification of Requested Modifications:
In Section A2 of the Cover Letter submitted as a part of the application for the minor modification
of Permit WQ0003468, applications for both prior and future modifications are discussed. It is
unclear if the applicant is requesting this permit modification be issued only for prior modifications
(i.e., decommissioning of the centrifuge, replacement of the OWS, replacement of the recirculation
pump, and modifications to the pump inlet at Ash Pond 2) or if the applicant would like future
modifications (i.e., installation of an ash dewatering system at the boiler area and installation of
two area -velocity flow meters) to be permitted at this time as well. Please specify if it is the desire
of the applicant to permit future modifications as a part of this application and permit issuance
process. A second Additional Information Request may be issued depending on the answer to this
question.
