The additional information was discussed during a January 9, 2024 call and site visit conducted January 16, 2024 for the proposed dairy manure -to -renewable natural gas (RNG) anaerobic digestion (AD) facility to be located at Beam Dairy, 3058 Johnstown Road, Lincoln County, Cherryville, NC. In accordance with the Request, the following items have been addressed for continued review of the permit application: Permit Owner — The current permit, AWC550007, for the above referenced animal feeding operation, Beam Dairy, is issued to Mr. John Beam. Mr. Beam is the owner/permittee. The application form lists SRNG-Beam, LLC as the owner. The Farm Digester System cannot be permitted separately from the animal feeding operation. Please clarify the ownership and provide either an updated application for with Mr. Beam's information and signature or change of ownership documentation. Response: Revised application page with Mr. John Beam listed as owner/permittee and signed accordingly included as Attachment 1. Property Ownership — it appears that the proposed digester location is on a separate parcel with separate ownership. Please clarify. If the parcel is under separate ownership, please provide a copy of any lease agreement or easement. Response: The digester will be located on Lincoln County North Carolina Tax Parcel ID M6749 (PIN 2691295249) owned by Beam Dairy LLC. Beam Dairy is located across parcels with ownership listed as Beam Dairy LLC and Beam Landholding LLC. Beam Dairy Sust ainRNG LLC is owned by Mr. John Beam and the operating dairy. The tax map is included as Attachment 2 with a related lease agreement. Biogas Use as a Renewable Energy Resource — Session Law 2023-63 (2023 Farm Act) requires that the gases collected by a farm digester system begin to be used as a renewable energy resource as quickly as feasible, but no later than within six months of the collection of gases. Until the gases are being used as a renewable energy resource the gas shall be flared rather than vented. Response: Confirmed. A flare will be located at the project site to flare biogas/renewable natural gas until ready for loadout to trucks for injection to a pipeline to be used as a renewable energy source. The flare P&ID is included as Attachment 3. A proposed schedule for gas production and utilization is also included. Gas Generation Estimate — Please submit an estimate for the daily volume of biogas to be generated by the proposed Digester. Response: A Startup and Commissioning Plan (O&M Plan) is included as Attachment 4. The Plan includes gas production estimates. Site Map — Please provide a clearer site map for the facility including existing and proposed structures. Please include locations of well, emergency flare, biogas upgrading system, and biogas transfer station. Indicate all applicable setbacks (i.e., 100 feet from well). The drawings 22301-G-100 and 223100-G-110 are difficult to read. Response: Electronic versions of the figures are included as Attachment 5 which should provide requested detail with better resolution than the printed hard copies. Utilities — Please provide a diagram/map indicating location of utilities, especially overhead utilities, with respect to the farm digester system. Please confirm that flare locations comply with appropriate setbacks for utilities. Response: Electronic versions of the figures are included as Attachment 5 which should provide requested detail with better resolution than the printed hard copies. Overhead power and utilities are shown. Previous relocation plan is also included. 100-Year Floodplain — Please provide a map showing the location of the farm digester system and the 100-year floodplain. No component of a farm digester system may be constructed in the 100-year floodplain. Response: Floodplain maps reflecting location of the digester in Zone X are included as Attachment 6. Reception Pit Overflow — Please verify that the design for the reception pit includes overflow protection and that any overflow would go to the waste lagoon. SustinRN Response: Electronic versions of the figures are included as Attachment 5 which should provide requested detail with better resolution than the printed hard copies. Pit overflow goes to the existing pond. Condensate — Please indicate intended disposal of condensate from the biogas upgrading system. Response: Electronic versions of the figures are included as Attachment 5 which should provide requested detail with better resolution than the printed hard copies. Condensate goes to the existing pond. Secondary Containment — Is secondary containment planned for any part of the farm digester system? With the proximity to surface waters and the municipal water intake downstream, you are strongly encouraged to consider the use of secondary containment for the reception pit and any other areas you deem appropriate. Response: Electronic versions of the figures are included as Attachment 5 which should provide requested detail with better resolution than the printed hard copies. Manure overflows from the digester system are designed to flow to the existing pond. Leachate/Waste Milk — Will silage leachate and/or waste milk be introduced to the digester system? If so, into which structure — digester or lagoon? Response: Silage leachate and waste milk are not planned for processing in the digester. Waste milk and silage leachate will follow current management practices and/or would flow to the pond and not the digester. Safety — Please provide specifications regarding safety. Will there be biogas pressure release valves? What precautions are being taken with respect to hydrogen sulfide? Please include information regarding safety signage. Response: A Startup and Commissioning Plan (O&M Plan) is included as Attachment 4. The Plan includes safety for H2S. Signage will follow NRCS 366 and applicable standards. Pressure relief devices are shown on the P&IDs. Influent/Effluent Sampling — Please indicate location for sampling of influent to and effluent from each digester. Response: A Startup and Commissioning Plan (O&M Plan) is included as Attachment 4. The Plan includes locations for applicable sampling. Operation and Maintenance (O&M) Plan —The O&M Plan should be updated for the new farm digester system. Please refer to NC NRCS Standard 366-Anaeorbic Digester for the minimum information to include. As noted in our discussion today, the O&M Plan should address any new areas for routine inspection by the operator; the specific example from our conversation today was to checking diversions and stormwater flows for signs of erosion or overflow into waste structures. Checking drains and overflow pipes is also recommended. O&M Plan should also address any safety concerns and methods related to the farm digester system. SustaAlinRNG Response: A Startup and Commissioning Plan (0&M Plan) is included as Attachment 4. Odor Control Checklist — Thank you for including your Odor Control Checklist. The Cattle Odor Control Checklist Form was updated in 2023. While not required, you are strongly encouraged to utilize the updated form. I am enclosing a copy for your convenience. Response: Received. The updated form will be utilized as necessary. Air Quality Permitting — Please provide information regarding any Air Quality permits, and/or applicability determinations regarding this project. Please provide information about if applications have been filed, permits (if issued), and/or results of an applicability determination. This includes any permits for the Biogas Upgrading System Response: A Permitting Applicability Determination letter dated January 9, 2024 from the Division of Air Quality indicating that the facility is exempt from permitting is included as Attachment 7. Please include the expected timeline regarding construction of digester system and utilization of gas as a renewable energy resource. Please confirm that timeline also complies with Session Law 2023-63. Response: A proposed schedule for construction, gas production, and utilization is also included in Attachment 3. Please verify a flare would be available and used if necessary for compliance with Session Law 2023-63. Response: Confirmed. During the site visit on January 16, 2024, additional detail was requested regarding the digestate piping design and construction associated with the digestate line into the pond in order to ensure that erosion or other destabilizing mechanisms were addressed with an anti -seep collar. Page 1 of 10 SuSt �inRNG SRNG Beam Dairy FACILITY COMMISSIONING & STARTUP PLAN I) Introduction: A) Purpose: In a Concentrated Animal Feeding Operation (CAFO) such as the modern dairy farm, the amount of cow manure generated is substantial and must be properly handled and disposed in order to maintain the necessary hygienic conditions in the barn areas. This project will use anaerobic digestion to convert all of the manure at the Beam Dairy, 3058 Johnstown Road, Cherryville, Lincoln County, North Carolina, into biogas which can be purified for injection into the gas grid as "Renewable Natural Gas," abbreviated as RNG. The process flow diagram is shown in figure 1. The project location and site plan are shown in figures 2 and 3, respectively. As of September, 2022 the Beam farm has Holstein Lactating Cows, Jersey Lactating Cows, and 100 dry cows for a total of 1700 cows. The manure generated by the herd is equivalent to 1650 wet cows An engineering Mass and Energy Balance (MEB) has been prepared and the calculations predict that the project will generate energy in the following quantities: 1) Biogas production: 179,543 scfd (standard cubic feet per day) 2) Biogas production: 125 scfm (standard cubic feet per min) 3) Methane (CH4) production: 75 scfm (standard cubic feet per min) 4) Methane (CH4) production: 103,643,398 MMBtu/Day (million BTU per day) 5) Methane (CH4) Per cow basis: 0.063 MMBtu/Day/Cow B) The project consists of two (2) major subsystems: Page 2 of 10 SuSt �inRNG SRNG Beam Dairy FACILITY COMMISSIONING & STARTUP PLAN 1) The anaerobic digester (AD) is provided by DVO Inc of Chilton, Wisconsin https://www.dvoinc.com/ The DVO digester is an inground concrete rectangular tank operated as a plug -flow reactor. (Plug flow moves from inlet to outlet without changing direction. The plug flow technology is robust and simple to operate.) The AD encloses the biological process which breaks down manure and produces biogas — a mixture of methane, carbon dioxide and small amounts other gases. The methane is the intended product and the other gases are impurities. 2) The biogas upgrade system (BUS) is provided by Galileo Technologies of Middlesex, NJ https://www.,galileoar.com/us/about-us-2/ The BUS separates the methane from the other gases and compresses the methane to high pressures for transportation to an offsite location where it can be injected into the gas grid. 3) Construction: DVO and Galileo each provide equipment and support the construction, installation and startup of operations. 4) Start-up will consist of testing every piece of equipment in a logical sequence and then slowly running equipment simultaneously to enable all processes to operate together. When all equipment is operating as a system the loading will be increased until full loading is achieved. The system will be monitored for performance parameters. C) Interim Operations: The biological process of anaerobic digestion can be started and operated independently of the purification process to generate RNG. The biological process is more complex and requires more operator attention so it will be started first at a low rate and then increased to a level where the RNG purification can be started. The biological process has a turnup/turndown range of 0-100% The Galileo biogas Upgrade system has a turnup/turndown range of 50-100%. D) Through the dairy optimization process, not only is energy created, but targeted nutrients are conserved, and the water used in the process is recycled for continual use on the farm, creating a closed cycle sustainable operation allowing for the dairy to be in harmony with the environment. The effluent (digestate) remaining after energy recovery is essentially unchanged with regard to the quantity of liquid but the total nutrients contained in the liquid will be substantially lower following post AD treatment. With the phosphorus removal treatment aspect of the post AD treatment, the fertilizer value of the digestate is improved for nearby field application. The digestate also has much lower associated odor than the undigested manure. E) The content of this document assumes that the facility construction is performed by individuals competent in the relevant trades and the commissioning and startup staff are professional technicians with relevant education and training and career experience in the operation and maintenance of systems for treating water, wastewater, manure, etc. Therefore, the content of this manual will be adequate for such Page 3 of 10 SuSt �inRNG SRNG Beam Dairy FACILITY COMMISSIONING & STARTUP PLAN professional staff while omitting extraneous detail and avoiding verbosity. The flow through the entire system is depicted in the Block Flow Diagram Figure. There are the major unit processes which are central to the flow and treatment of the manure through the system. The major unit processes and functions are as follows: A) The farm has 6 barns referred to as Barns 1 through 6. The western barns, Barns 1, 2 and 3 are scraped into new pumping stations which move the liquid to the main existing pump station with mixing agitation. B) The existing pump station receives flushed manure from Barns 1, 2 and 3, and is agitated with mixing to prevent settling and transfers the mixed liquid manure to the Digester Reception Pit at the project site. The mixed liquid is then heated with heat exchangers and pumped to the digester C) The heat exchangers use warm effluent from the digester to preheat the manure before it enters the digester. D) The digester is a horizontal, in -ground, tank with a hydraulic residence time of 22 days. The digester technology is provided by DVO Inc, 820 W Main St, Chilton, WI. DVO has supplied 140 on -farm anaerobic digestion systems world-wide since 1999. The DVO portion of the project is being supplied on a turn -key basis. 1) Hydraulic pattern: The liquid moves in a plug flow manner meaning that the material entering on a given day will theoretically leave as effluent 22 days later. The plug flow design does not mix the tank longitudinally. 2) Heating: there are additional heating loops within the digester to maintain the manure temperature at 101 °F which is considered ideal for the microbes. 3) Anaerobic digestion: Specialized bacteria convert degradable material in the manure to biogas which is a mixture of approximately 60% methane and 40% carbon dioxide plus traces of other gases. 4) Configuration: The digester tank is 16 ft overall height; 14ft to top the of water level; 162 ft long and 72 ft wide ; 1,220,000 gallons liquid volume; 1,400,000 gallons total volume including the gas headspace. 5) The digester is designed so the plug flow proceeds first in one direction and then passes around a separator wall and returns in the opposite direction. In the waste treatment profession, this type of digester technology is known for accepting high concentrations of suspended solids. It will produce biogas from both dissolved organic constituents and suspended particles. E) Process Boiler: The process boiler is a water heater which provides hot water to warm the digester. F) Biogas Upgrade System: Modular system that removes hydrogen sulfide and carbon dioxide from the biogas stream to create pipeline quality RNG. This system also includes a compressor to inject the pipeline quality RNG into tube trailers for transport to the interconnect facility. This system has a turndown:tumup ratio of 50:100% Page 5 of 10 SuSt �inRNG SRNG Beam Dairy FACILITY COMMISSIONING & STARTUP PLAN G) Post AD treatment: AD digestate will first be treated with a screw press to remove fibrous solids which the farm will utilize as bedding for the dairy cows. Next, the liquid digestate stream from the screw press will be treated with a cationic polymer to enhance separation of suspended solids from the liquid digestate stream in a dissolved air floatation (DAF) system. Much research has shown that the system removes the majority of phosphorus from the digestate stream going back to the farm's lagoons. Following this, the cleaned digestate stream will flow back to the farm's lagoons to be stored and land applied. H) Separated solids are returned to the barns for bedding. Separated effluent is sent to a lagoon for storage prior to land application. I) SCADA: Supervisory control and Data Acquisition is the multi -component system of automation comprised of PLCs (programable logic controllers - industrial computers,) personal computers, instruments, data communication functions and the site -specific computer code that enables the entire system of components from different sources to function automatically, control facility equipment and maintain historical records of all process measurements. These PLCs all communicate through a network that enables all processes to be monitored and controlled from computer workstations at the facility or a remote off -site device. J) Flare system and controls to destroy biogas or RNG during startups and malfunctions: The flare piping is equipped with meters to track flare gas flow. IV) Ancillary equipment: Those equipment items which are between the major unit processes but do not provide actual treatment or processing including pumps, instruments, blowers. V) General Sequence of Startup - certain processes cannot be operated until supporting processes are ready. The following is the general sequence for startup. The expected durations for certain steps are listed in table 1 A) All liquid and solid handling systems must be operational and piping leak tested. B) Flare burner and controls and flashback protection must be functional. C) Process boiler must be functional. D) Anaerobic Digester filling and loading. 1) Fill AD with liquid manure which has been diluted to 10% total solids. Page 6 of 10 SuSt �inRNG SRNG Beam Dairy FACILITY COMMISSIONING & STARTUP PLAN 2) The DVO digester effluent structure has a underflow baffle and overflow baffle in series to create a gas seal in the top of the digester. When manure spills over the overflow baffle the digester is sealed. 3) Heat the digester at 2°F per until the temperature reached 101 'F. Biogas production will gradually increase as the temperature increases. 4) Begin loading the digester at 25% of loading and increase in daily increments of 5%. 5) Pass biogas to flare until quantity reaches 80 scf at which point the biogas upgrade system can be started. E) Biogas separation. The Galileo system can be started when raw biogas generation reaches 50% of the system capacity. VI) Staffing and Manpower A) Beam Dairy Farm employees will operate and maintain the barn scraping and liquid manure pumping stations. B) SRNG will operate and maintain the heating and anaerobic digestion and biogas upgrade systems. One full time employee is intended for this work with occasional backup from regional employees. (a) SRNG employees are required to observe all safety precautions including: (i) Safety signs at designated areas outlining potential safety concerns (ii) Wear personal H2S monitors in gas upgrading area (b) SRNG employees are required to monitor the operation for environmental impacts including: (i) Check that all water sources are discharging to proper locations (ii) Retaining ponds integrity are intact (iii) No ground erosion from rain water runoff (iv) Applicable influent sampling to be conducted at PT-5 Digester Reception Pit (v) Applicable effluent sampling to be conducted at dissolved air floatation (DAF) discharge P-9 to Pond 001. In light of the information provided, personnel of the Division of Air Quality have reviewed your letter relative to applicability to air quality permits, and our determinations are listed as follows: 1. SRNG Beam, LLC Beam Dairy (Facility ID. 5500132), Lincoln County, North Carolina is exempt from permitting per 15A NCAC 2Q .0102(d) since the facility -wide actual emissions of particulate matter (PM10), sulfur dioxide, nitrogen oxides, volatile organic compounds, carbon monoxide, hazardous air pollutants (HAP), and toxic air pollutants (TAP), each are less than five (5) tons per year and the total potential aggregate emissions of these pollutants are projected to be less than 10 tons per year. 2. This facility will be recommended for a compliance assurance visit (CAV). It should be noted that this exemption from the permitting requirement does not exempt SRNG-Beam, LLC - Beam Dairy from complying with the applicable emission control standards. Any emissions resulting from the SRNG Beam, LLC Beam Dairy (Facility ID. 5500132) must be accounted for on all facility wide emission summaries. Furthermore, should you decide to modify the process such that the result is an increase of emissions of air pollutants including toxic air pollutants, an air quality permit may be required and SRNG-Beam, LLC - Beam Dairy should submit a permit application to this office prior to such actions. You are advised that future regulations including National Emission Standards for Hazardous Air Pollutants (NESHAP) may be promulgated and adopted by the Division which apply to this type of manufacturing facility. If so, SRNG-Beam, LLC - Beam Dairy may be required to apply for an air quality permit for this equipment at that time. This exemption from the permitting requirement is based upon your statement that the source will be operated under the threshold levels as outlined in the regulation. Please be advised that the operation of any air pollution emission sources which results in emissions in excess of the threshold levels without an air quality permit is a violation of 15A NCAC 02Q .0101, "Required Air Quality Permits." If this facility is required to obtain an air quality permit for this equipment in the future because of increased emissions, each day of operation of the emission sources without an air quality permit represents a separate violation. Such violations maybe subject to enforcement action pursuant to NCGS 143-215.114A.
