HomeMy WebLinkAbout20231596 Ver 1_Email Request_20231208Hi Eric, Sorry for the delayed response. Due to the nature of the review process, the 401 and Buffer Authorization are review concurrently. This one has now shown up in my review queue and I will do my best to review this one as quickly as possible. Zach/Cherri: Have you made a decision on whether the buffer auth can be issued sooner given that it is not required to undergo a 30-day public notice? Also, please note that you should have gotten a notice from our consultant, Three Oaks Engineering, that we have submitted the PCN for after-the-fact status, as our timeline for the project requires the contractor to begin mobilization and land clearing (hopefully) beginning around December 18. Mobilization and site preparation, including clearing the staging area and building the temporary stream crossing, are going to take several weeks. Actual dredging activities cannot begin until January 15 due to the Chinese Lantern Festival currently underway at Koka Booth Amphitheater (adjacent to the lake), and dredging must be complete by early April (beginning of the event season at the amphitheater). Any assistance you can give us in acquiring the permits/authorization for this project would be greatly appreciated!!!! I’m glad Cheng was able to help you with the buffer determination issue! Cherri: Vanessa sent Cheng out and we got it all wrapped up. Its all good! I have a question. We have an application is for a NW3/GC4239 and a buffer auth for the Symphony Lake Dredging Project, DWR #20231596v1. We are around a week into our 30-day public notice period. My question is, can the buffer auth go into the review queue without waiting on the 30-day PN? The PN is an EPA thing, and the buffer auth is state-only. The reason I ask is, this project is on a very tight time frame due to activities at Koka Booth amphitheater, and the contractor would like to mobilize as soon as we get the contract finalized, approx.. Dec. 18. The mobilization, however, will require the E&SC permit to be approved by DEMLR. And the DEMLR person is waiting on the buffer auth to do the final review (we have it in for Express Review), as he wants to begin land clearing for the staging area. We can’t start actual dredging until the end of the Chinese Lantern Festival at Koka Booth, which ends on January 12. But there is work he can do both at Symphony and at the disposal site, but we need the buffer auth to make this happen. Just curious if this is a possibility. Thanks!!
