On behalf of the Town of Hertford, WithersRavenel is submitting the attached application to receive an
Authorization to Construct (ATC) Permit. This permit is intended for issuance to the Hertford WWTP
(NPDES Permit: NC0021849) for a treatment process modification. This project involves the replacement
of electrical and mechanical components at the Wastewater Treatment Plant (WWTP) headworks, including
replacement of the bar screens, grit removal system, control panels, and updates to the supervisory control
and data acquisition (SCADA) system. This project is intended to recover the original design capacities of
the plant; there will be no increase in the design capacity.
The Town has received a Letter of Intent to Fund (LOIF) for this project (DWI # VUR-W-ARP-0068) from
the Department of Water Infrastructure (DWI). Per the received LOIF and correspondence with DWI staff,
the next grant milestone deadline is the Bid and Design Package due on January 1st, 2023. This application
and/or the resulting Authorization to Construct, if received at that time, will be included in the Bid and
Design Package Submittal. The construction contracts are scheduled to be executed by October 1, 2024,
with construction to be completed by the end of 2026.
No other permits are expected to be required for this project.
