Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: This site is completely wooded with two distinct drainage features that are at the borders of the property. It is located at the intersection of Swift Creek Road and US HWY 70 Bus W. The greater three areas of the intersection are occupied by the Johnston Regional Airport, a industrial park, and a residential subdivision. The buffer and stream being disturbed is being mostly fed by the residential subdivision and US HWY 70 Bus runoff. 4b. Explain the purpose of the proposed project:" The purpose of this project is to redirect a force main away from a pump station and abandon that specific pump station. These will be redirected toward and connect to a gravity sewer system. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * This project will install a gravity sewer line across a stream and buffer via open cut. The vegetation in the buffer will be removed to install the gravity line and allowed to re establish outside of our permanent maintenance corridor. The type of equipment that will be used is primarily excavators for trenching and front end loaders for moving material from one location to another. Installation across the stream is planned to be during low to zero flow, but if conditions are not ideal, pumps will be used to pump around to provide a safe working environment. 5. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: During design we took several steps to help minimize impacts. These steps included: -Designing the gravity sewer to within 15 degrees of perpendicular of the stream. -Placing manholes further away from the stream banks to prevent flooding scour under the manholes. -Keeping the gravity sewer as far from the stream bank as possible while still maintaining sufficient clearance from existing roads and other utilities -The smallest easement width was used for design. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: To minimize impacts caused by construction it is planned to cover and restabilize any area that was disturbed at the end of each day. Only the vegetation that is absolutely necessary to remove to install the sewer line will be removed. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
