Subject: NPDES Permit NC0090239- Modification
Eli Lilly and Company- Concord
1420 Concord Parkway South, Concord, North Carolina 28027
Dear Mr. Chernikov:
Eli Lilly and Company (Lilly) is submitting this NPDES major permit modification to its
existing NPDES Permit NC0090239 to incorporate the groundwater discharge from
dewatering activities. The proposed groundwater discharge to the existing stormwater
management system will be comingled with HVAC condensate and stormwater will continue
to meet the no exposure certification requirements from Lilly's Concord facility located at
1420 Concord Parkway South, Concord, NC, in Cabarrus County. Manufacturing operations
are not expected to begin until the fourth quarter of 2024.
Based on our previous email correspondence, Lilly is providing the following information in
this NPDES Permit Modification Package:
• EPA Form 2C
• Groundwater laboratory results as required by EPA Form 2C
Mailed separately by our procurement department:
• A check in the amount of$340 for Major Permit Modification to an Individual NPDES
permit.

QUALIFIERS
Project: NC-Concord Groundwater
Pace Project No.: 50351209
DEFINITIONS
DF-Dilution Factor, if reported, represents the factor applied to the reported data due to dilution of the sample aliquot.
ND-Not Detected at or above adjusted reporting limit.
TNTC-Too Numerous To Count
J-Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit.
MDL-Adjusted Method Detection Limit.
PQL-Practical Quantitation Limit.
RL-Reporting Limit-The lowest concentration value that meets project requirements for quantitative data with known precision and
bias for a specific analyte in a specific matrix.
S-Surrogate
1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270.The result for each analyte is
a combined concentration.
Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate%recovery and RPD values.
LCS(D)-Laboratory Control Sample(Duplicate)
MS(D)-Matrix Spike(Duplicate)
DUP-Sample Duplicate
RPD-Relative Percent Difference
NC-Not Calculable.
SG-Silica Gel-Clean-Up
U-Indicates the compound was analyzed for,but not detected.
N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported for
each analyte is a combined concentration.
Reported results are not rounded until the final step prior to reporting. Therefore, calculated parameters that are typically reported as
"Total"may vary slightly from the sum of the reported component parameters.

ANALYTE QUALIFIERS
AC Analysis of acrolein and/or acrylonitrile was performed from a sample that was field preserved to pH<2,which is less
than the pH range of 4-5 specified in the test method and required for NPDES compliance per 40CFR Part 136.
B3 The dissolved oxygen depletion of the dilution water blank exceeded 0.2 mg/L.
H3 Sample was received or analysis requested beyond the recognized method holding time.
L1 Analyte recovery in the laboratory control sample(LCS)was above QC limits. Results for this analyte in associated
samples may be biased high.
L2 Analyte recovery in the laboratory control sample(LCS)was below QC limits. Results for this analyte in associated
samples may be biased low.
MO Matrix spike recovery and/or matrix spike duplicate recovery was outside laboratory control limits.
M1 Matrix spike recovery exceeded QC limits. Batch accepted based on laboratory control sample(LCS)recovery.
P5 The EPA or method required sample preservation degrades this compound, therefore acceptable recoveries may not be
achieved in sample matrix spikes.
R1 RPD value was outside control limits.
S3 Surrogate recovery exceeded laboratory control limits.Analyte presence below reporting limits in associated sample.
