That is my understanding as well (though I’m new to buffers now that we’ve shuffled the regions around here). This
modification does not have any new buffer impacts associated with it, as it is within the same footprint as previously
permitted impacts.

Hi Erin,
In the latest 401 Certification for this project (see attached 401v3), DWR noted that any new buffer impacts would be
subject to buffer rules and possibly mitigation per an agreement with DOT as part of the March, 2014 modification. I
wanted to make sure we are all on the same page regarding future U-2524 modifications that may involve buffer
impacts. It does not appear that there are buffer impacts with this mod because you are simply moving bank
stabilization to fill. However, please confirm that there are no new buffer impacts associated with this activity.
