Shane Guimbellot The Malt-O-Meal Company 701 West Fifth Street Northfield, MN 55075 Subject Property: Malt-O-Meal Phase I Plant Expansion Hackett Creek [030609, 17-12, C] REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN Dear Mr. Guimbellot: On August 13, 2007, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to place permanent fill in 90 linear feet of perennial stream in order to construct a road crossing for the Phase I expansion of the present Malt-O-Meal facility located on Bank Street near Asheboro in Randolph County. In order to meet Condition 2 of the 401 Certification for this project, a stormwater management plan for this project was submitted to the DWQ on September 25, 2007. The DWQ has determined that your stormwater management plan was incomplete as discussed below. Please provide the following additional items so that the DWQ may continue to review the stormwater management plan associated with this project. Additional Information Requested: 1. Please redesign the following.aspects of the wet detention pond to bring it into compliance with the NC DWQ Stormwater BMP Manual (the BMP manual is available at: http://h2o.enr.st<~te.nc.us/su/bmp forms.htm). a. The wet detention pond must have a properly designed forebay that comprises approximately 20 percent of its surface area. A forebay is cited in the Wet Detention Basin Supplement that was submitted; however, no forebay is shown on the plans. b. The wet detention pond must include an aquatic shelf with a slope, of no greater than 1:6. The aquatic shelf must also have an associated planting plan that indicates the sizes, locations, spacing, species and total numbers of all plants that will be used. c. The wet detention pond must have a maintenance access. N. C.
