As required by the Approval of 401 Water Quality Certification, letter dated June 17, 2013,
Section 10, enclosed please find the NC DWQ Certificate of Completion for the Retail Center Northern
New Hanover County (Bayshore Commons) development along NC Highway 17 in New Hanover
County, North Carolina.
I have performed periodic observations of construction and corresponded regularly with the
contractor throughout the project. I hereby state that, to the best of my abilities, due care and diligence
was used in the observation of the project construction such that the construction was observed to be built
within substantial compliance and intent of the 401 Water Quality Certification and Buffer Rules, the
approved plans and specifications, and other supporting materials.

returned to DWR by the applicant, the applicant's authorized agent, or the project engineer. It is not
necessary to send certificates from all of these.
