The existing 20' span timber bridge ueeds to be replaced due to deterioration and insufticient width. Tlie proposed replacement stn�cture will be a 52.75' L x 2T W x 21" D cored slab bridge. The bridge will be stage constructed downstream to teuiporarily handle traffic. Enclosed are a PCN application, Preliminaiy Jurisdictional Fonu, NC SAM Form, NC DWR Stream ID Form, SHPO fonns, plan sheets sho�ving the proposed work, a USGS quad map, photogcaphs, and otlier pertinent project infoi-�nation. Tlie Noi�th Carolina Natural I-Ieritage Program database was checked for records oY du�eatened and endengered species. There are 63 species with federal status tliat are luiown in Jaekson County from curreut or historical records. Of tliese, eigl�t species, Carolina Northem Flying Squirrel (Glat�co�n��s sabrinris color�dus), Indiaua bat (iYlyolis sodalis), Appalachian elktoe (Alnsnridonln rcrnenelicmn), spruce-tir moss spider (i�ficrohe.�ura nrontii�nga), small whorled pogoniT (Isoh�in nredeoloides), swamp piiilc (Helonins bldlntn), rock gnome lichen (Gyntnodei�nta linem•e), and northern long-eared bat (Adj�otis septe�ih•ioranlis, NLEB), are listed as either tlu�eatened or eudangered. Jlckson County is uow considered occupied sununer and winter habitat for NLEB and Indiana bats. Appalachiln elktoe are found in some well-oxygenated streams with moderate to fast flowing �vater and stable, mised substrates of silt, sand, gravel, and/or cobble. Sh•eams that support this uiussel are typically much larger and waimer than Woodfin Creek. The only records in Jackson Counry are from the Tuckasegee River. The bridge is over 12 miles upstream of the Tuckasegee River. Tl�is project only iuvolves a small bridge replacement in a confined valley, so consh•uction work �vill not extend far from the existing roadway into areas �vhere caves could occur. Tl�ere are no caves or mines visible near the bridge. And, according to USGS data, the nearest underground mine is over 1.1 miles away. In sunmier, NLEBs and Indiana bats generally roost under the loose bark of trees, eitl�er dead with peeling bark or cavities, or live trees with shaggy Uark such as white oak, ma}�les, sycamore and l�ickories. There are several large trees uear the bridge that must be cleared for tl�e new Uridge. Any tree removal will be cornpleted from October 15 to April 15 to avoid the seasons when either species of bat may be roosting in trees. Also, we conducted a survey of the bridge on June 16, 2015 and did not see roosting bats or any evidence of bat usage (i.e. staining or guano). With winter tree clearing, we recommend a"may affect, not lilcely to adversely affect" deteruiination for NLEB and Indiana bat. Spruce-tir moss spider only lives on the higliest mountain peaks in tlie Southei•n Appalachian Mowitains of western North Carolina and eastern Tennessee. The high elevation forests where this spider is found are dominated by Fraser tir with scattered red spruce. This forest type is commonly refen•ed to as spi2ice-fir forests. Tfie rypical habitat of this spider is damp, but well- drained moss mats growing on rocks aud boulders in well-shaded �reas within tliese forests. Tlie moss mats cannot be too diy (tlie species is veiy sensitive to desiccation) or too wet (large drops of water can also pose a tlu•eat to the spider). The elevation at the site is appirosimately 3,000 feet and does uot have the required tree species for spruce-tir• moss spider to persist Therefore, this project will not impact spruce-fir moss spider. Swamp pink is a shade-toler�nt plaut and has been found in wetlands with canopy closure vatying between 20-100%. Sites with minimal canopy closure are less vigorous due in part to couipetition firom other species. Swamp piiilc is often fonnd growing on the hununocks foimed by trees, sluubs, and sphaguum mosses, and these micro-topograpl�ic conditions may be an iruportant component of s�vamp pi�ilc liaUitat. The bridge site appeais to hnve a very low potential to support swamp pink. Records indic�te tlie nearest luio�vn occurrence of s�vamp pink is approYimately 19 miles southeast of tlie project area. Small whorled pagoni� generally occurs in open, dry, deciduous �voods �vith acid soil, though habitats can include slopes along streams aud mesic forest with white pine and f•hododendron. There are wooded slopes northeast and southwest of the bridge; the slope northeast of the bridge should not be dishu�bed by construction. We briefly su�veyed these areas, btiit failed to detect any small whorled pagonia. Habitat is probably too shaded by lierbaceous plaut cover in the area southwest of the bridge to suppoit small whorled pagonia. The Carolina northern tlying squiirel, rock gnome lichen, �nd spn�ce-fir moss spider are found in spruce-fir forests and otl�er isolated high elevation locations in western Noith Carolina. However, rock gnome lichen is an exception becluse it cau occasionally be found at lower elevations in deep river gorges with high humidity or on some vertical rock faces that are periodically wet These species have been found within a fe�v miles of the bridge, but at much higher elevations. The bridge site has an elevation of only 3,000 feet and lacks rock faces and other habitat conditions required Uy tliese species. The project is limited in scope to a bridge replacement. Erosion and sedimentation control measures will Ue implemented to miuimize adverse effects of the work on aquatic habitats. Habitats for listed species appear lacking at the project site and uone of these species were obseived during field visits. For these reasons and those discussed above, we recaiw�end that a detei•mination of "no effecP' on listed species apply to tliis project, except for NLEB and Indian� bat. This project was reviewed by NCDOT's Human Environment Unit in 2013. It was determined that no historic structures or archeological resources would be affected by the bridge project (see att�ched forms). NCDOT best management practices will be used to minimize and control sedimentation and erosion on this project The construction foreman will review all erosion conU�ol measures daily to ensure sedimentation and erosion caitrols are being efYectively controlled. Impacts to Waters of the United States Woodtiu Creek (DWQ Class: C Tr) is shown on the USGS topographic map as a peremiial stream. The chamiel is approsimately 10 feet in widdi and �vell detined �vith a substrate of sand, gravel, and rock. The stceam has sufficient flow to support fish, includi��g trout, and other aquatic life. Woodfin Creek flo�vs to Scott Creek, wl�ich the flows to the Tuckasegee River River. The Tuckasegee River meets the definition of a Traditional Navigable Water (TNW). For these re�sons, we believe Woodfin Creek is a Relatively Perma�ient Water (RPW) aiid is under the jurisdiction of the U.S. tlrnry Coips of Engineers. In order to construct tlie project, it �vill be necessary to impact �vaters of the United States in the Little Temiessee River Basin (HCU 06010203). Specifically, NCDOT is requesting to replace Bridge No. 164 with a cored slab bridge ou existing location. Listed below is a summary of the proposed impacts. The project area is plotted in the western half of the H�zehvood USGS 7.5' topographic quadrangle (I igure l). A map review and site tile search �vas conducted at the Office of State .4rchaeology (OSA) on August 20, 2013. No previously recorded nrchneologicnl sites have been identitied �vithin the APE or within a mile radius of bridge. In addition, no existiug National Register of Historic Places (NRHP), Locally DcsignTted (LD), Determined Eligible (DE), State Study Listed (SL), or Surveyed Site (SS) properties are within or adj�cent to thc archaeologic�l APE according to the North C�rolin� State Historic Prescrvation Oftice online dala bnse (HPOWEB 2013). Topo�raphic maps, USDA soil swvey maps, aerial phologrTphs (NC One Map), and historic maps (North Carolina maps website) were examined for infonnntion on environmenlal nnd culhual variables that nmy have contributed to prehistoric or historic settlemeut within thc project liuuts �nd to assess the level ot'ground dishu�b�nce. Bridge No. 64 auci Woodtin Road cross Woodhn Creck roughly enst to wesl. Woodtin Crcek tlows south and is n tributary to Scott Creek. These water�vays �ire part of the Little'I'emiessee draii�age basin. Tlie APE is situated �vithin tl�e drain�geway with uarrow bcnchcs aud mowuain sidc slopcs ou cithcr side (P igure 2). A stream contluence within Woodtln Creck and aii uim�mcd tribut�ry is north of the brid�e. The surrounding area is mostly forested, but residei�tial properties are prese��t in the northwest quadrant along the bench. Ground disturbance appears to consist of utilities, past road improvements, ai�d landscaping on the residenti�l properties. The review of tl�c USDA soil survcy map sho�vs Ih�t the majority of the APE is composed of thc Cullasaja-Tuckasegee comples (CuC; CuD) �vith the Evar&Co�vee comples (EvE) occupying n small are� to thc enst (see Figure 3). I of6 Piaje<I bncding �\'o.: 13-08-0043 soils with n henvy coiiceiitration of cobbles. Slope along thc CuC variety is bet�veen 8 aud ] 5 percent, �vhile the CuD is much steeper at I S to 30 percent. Alt�ough the soil map depicts CuC as covering most of thc APE, tl�e co�tour map indicates that slope is greater than the reportcd IS perceut. Tl�is suegests that tl�e area described as CuC is exagger�ted. More than likely the mouutain side slopes within the APE are composed of the neighboring Evard-Cowec comples. This series is typical found along the sidcs of mouutains, hills, or ridges. It co��sists of well draii�ed loanry soils witli a steep slope of 30 to 50 perceut. Landforms with a slope of l5 percent or more rarely yicld sigiiificant archaeological sites. As a result, it is uulikcly a subsurfice investigation will provide positive results for archleological sites and is not rcconunended. Tl�e site file review identiticd ouly a fe�v arcl��eological investig�tioi�s iu the iiearby area. Thcse investigations have yiclded negative results foi archaeological sites �vithin a mile of d�e bridge. Nlore work is nceded tlu�oughout the area before any finn conclusious can be drn�vu on sitc predictability based upon tuiown sites, but the current project �vill not provide the data needed as thc soils are stroiigly slopmg withiu thc APE. Fii�ally, a historic map revic�v �vas carricd out. Most maps prior to the 20th century provide Cew details illustratingjust major routes and setllements. The USGS 1907 Cowee topogr�phic map is one of the carlicst to slio�v the project area wilh any accuracy (Figure 4). This map illustr�tes a road alignment similar to Woodfin Roacl, but il �ppe�rs to be west of Woodfin Creek liaving crossed the waterway further downstream. Historic slruclures dcpicted on the map also seem to bc well outside the projecl limits. Later maps from the early 20th century provide no additional or useful iuformation due to their scalc and/or schemn[ic niture. This is due to slopc of IS percei�t or more witl�in tlic AYE and former disturbance �ssociated �vith tl�e residential propertics �long the bench in the ❑orthwest quadrant. Also, tl�e I�istoric maps suggest that no former historic structwes or features are withiu the APE. As long as impacts to tl�e subsurface occur within t�e defined APS, ��o fiu�ther archaeological work is recommcndcd for thc replacement of Bridge No. 164 in Jackson County. If construction should affect subsm-face areas beyond the defincd AYE, further archaeological cousultation miglit be necessary.
