PROJECT SUMMARY: The applicant proposes to install a dischargeldiffuser structure approximately 1800 feet offshore in the North River. The structure will be connected to a 12-inch subterranean waterline from Newbern's Landing Road, SR 1120, in Jarvisburg. -i- Currituck County Water Department Bio Report Project Setting The Currituck County Water Department is expanding the capacity of the county water treatment plant by construction of a reverse osmosis facility at the plant site, located at 446 Maple Drive (SR 1246) in Maple, Currituck County. A concentrate discharge site is required for the normal operation of the new facility. Discharge Permit No. NC 0088650 to discharge wastewater under the National Pollutant Discharge Elimination System was issued effective October 8, 2007 for the facility. The development site is the right of way for Newbern's Landing Road (SR 1120) in Powells point, Currituck County, and on the North River entrance to the Albemarle Sound. The site is located approximately 20 miles from the water treatment plant. Newbern's Landing Road ends approximately 50 feet from the normal water line (NWL) and the area between the road and North River consists of a narrow sand strand beach along the shoreline with the remainder of the area being flat, vegetated with native grasses, and having sandy soils. The right of way is 60 feet wide with a shoreline of the same length. Several old pilings are located near shore and are occasionally used as temporary moorings by local hunters. Submerged Aquatic Vegetation (SAV) located near shore includes Eurasian water milfoil and widgeon grass and the bottom is sandy with water depths of less than -2 feet below NWL. The adjacent riparian property to the north is undeveloped and the property on the south has asingle-family dwelling and a pier. The develop site is located approximately 1800 feet offshore in an area with a water depth of -8 feet below NWL. The waters of the North River in this area are classified as SC by the Division of Environmental Management and are open to shellfishing according to the current maps provided by the Shellfish Sanitation Branch. Development Proposal The applicant proposes to construct a discharge and diffuser structure approximately 1800 feet waterward of NWL in the North River. The discharge/diffuser structure will be located at the terminus of a 12-inch PVC water line that will eventually extend from the water plant to Newbern's Landing Road. At the end of the pavement of Newbern's Landing Road, a directional bore machine will be utilized to bore a subterranean 12-inch high-density polyethylene pipe to the location of the proposed discharge/diffuser. A 20-foot by 20-foot pit, 5 feet deep, with a 3-foot berm, will be constructed for the drilling site and to contain the drilling mud/bentonite slurry. The line will be installed approximately 5 feet below the bottom of the waterbody. The borehole will be approximately 16 inches in diameter to allow for the installation of the pipe and approximately 93 cubic yards of subterranean material will be removed. Approximately 74 cubic yards of upland material will be excavated for the temporary boring pit. -~- Currituck County Water Department Bio Report The proposed diffuser structure will consist of a 52-foot long "T" head of 12-inch pipe with openings for 12 nozzles. The structure will be held in place by two, 12-inch pilings that will also be used to mark the area for boaters. An Environmental Assessment/FONSI was issued on September 12, 2006 by the Department of Administration. Anticipated Impacts The diffuser structure will cover an area 1 foot wide and 52 feet long, the portion of the pipe that emerges from the river bottom will cover an area 1 foot wide and 100 feet long. An area of approximately 154 square feet of sandy river bottom will be occupied/disturbed during installation of the structure, involving the Public Trust Area and Estuarine Waters Areas of Environmental Concern. The boring pit will involve approximately 400 square feet of the Estuarine Shoreline. Spent boring material will be removed from the site and deposited at the Currituck County Landfill. Currituck County operates a wastewater treatment plant that services the project area; however, no structures are present and no wastewater is generated or disposed of at the project site. o. Describe existing drinking water supply source. Currituck County currently operates a 1.4 mgd conventional water treatment plant (WTP). Treatment consists of a greensand filtration system for groundwater pumped from the Upper Yorktown aquifer with a series of 28 shallow, low-yield wells. The proposed project will connect to a new 5.0 mgd WTP with reverse osmosis system that will treat groundwater drawn from the Middle Yorktown Aquifer. No drinking water supplies are present on the subject property. p. Describe existing storm water management or treatment systems. No stormwater management or treatment systems are present at the discharge site. 5. Activities and Impacts a. An excavator will be used to dig a temporary pit. The concentrate pipe will then be directionally drilled using a drill rig. The tailings from the drilling operation will be placed within a dump truck using a bulldozer and removed from the site. The bulldozer will be used to fill in the temporary pit. The aforementioned equipment will be stored onsite during pipe installation. d. List all development activities you propose. Placement of outfall pipeline extending offshore approximately 1,800 feet. The proposed WTP will be comprised of the existing 1.4 mgd conventional WTP and a new 5.0 mgd reverse osmosis (RO) system, ultimately bringing the potable water capacity to 6.4 mgd. The existing WTP uses aeration and greensand filtration to treat groundwater drawn from the surficial aquifers and Middle Yorktown aquifer. The expansion will be comprised of an RO system, which will treat groundwater drawn from the Middle Yorktown Aquifer. Construction includes an underground offshore effluent pipeline to discharge the RO concentrate stream. The discharge from the proposed RO plant will be subject to an NPDES permit which protects water quality and will not contribute to the eutrophication of receiving waters. The pipeline will be directional drilled a minimum of 5 feet below the North River bottom. The buried concentrate pipe will discharge via a diffuser approximately 1,800 feet into the North River at the Albemarle Sound confluence. Directional drilling involves pushing a guided drilling head down at an angle of approximately 8 degrees. When the drilling head reaches the desired depth, it is guided horizontally to the diffuser location, and then up to the river bottom approximately 1,800 feet offshore. As the drilling head moves forward, the drilled hole is held open by injecting a bentonite slurry behind the drilling head, which flows back to the borehole carrying cuttings. The slurry will be collected in a temporary pit and disposed of off-site. When the drilling head exits the river floor, the injection pipe and diffuser assembly are attached to the end of the drill shaft and pulled back into the horizontally drilled hole. This installation technique will minimize impacts. The proposed temporary pit will be 20 feet by 20 feet by five feet deep with a perimeter 3-foot berm and liner to contain the drilling mud/bentonite slurry. CHRONIC TOXICITY MONITORING (QRTRLY) The permittee shall conduct quarterly chronic toxicity tests using test procedures outlined in the "North Carolina Mysid Shrimp Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions. The effluent concentration defined as treatment two in the procedure document is 7.5 %. The permit holder shall perform auarteriu monitoring using this procedure to establish compliance with the permit condition. The tests will be performed during the months of January, April, July and October. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Additionally, DWQ Form AT-1 (original) is to be sent to the following address: Attention: North Carolina Division of Water Quality Environmental Sciences Section 1621 Mail Service Center Raleigh, N.C. 27699-1622 Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no later than 30 days after the end of the reporting period for which the report is made. Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, then monthly monitoring will begin immediately. Upon submission of a valid test, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re-opened and modified to include alternate monitoring requirements or linuts. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the Iast day of the month following the month of the initial monitoring. A (3). DISCHARGE SPECIAL CONDITION The effluent diffuser must be designed to prevent surface turbulence and bottom scour. Should the location of the discharge cause visible turbulence within the Albemarle Sound, the Division may require that the discharge be relocated. The county will continue to operate the greensand filters and install a new reverse osmosis system, then combine the discharge of the two systems under one permit. The greensand filters are permitted under permit N00072150. Once the construction of the new RO system is completed the County will request to rescind permit N00072150. The source of groundwater is the Middle Yorkton aquifer. The treatment system for the water consists of scale inhibitor, pH adjustment and a reverse osmosis system. Approximately 21 miles of forcemain will transport the effluent to the discharge location at the Albemarle Sound were it will be discharged through a diffuser. A CORMIX model evaluation was included with the permit application. The CORM]X aaalysis resulted in a dilution of 13.3:1 at a distance of 82 feet from the diffuser. The proposed diffuser is 40 foot long with twelve 2" nozzles and will be located 1800 feet from shore. EAA/SEPA A Finding of No Significant Impact was issued for this project on July 19, 2007. The County submitted an Engineering Alternative Analysis for the proposed effluent discharge. They evaluated building a new WTP at a new site with a discharge to the Albemarle Sound, and regionalization. RO concentrate is not suitable for land application. The most economically feasible alternative is the new plant discharging to the North River. The permit includes a monthly average flow limit of 1.67 MGD, a daily maximum limit of I3 µg/1 for total residual chlorine based on EPA criteria, and monitoring for the parameters of concern identified in the permitting guidance. Instream monitoring is included for temperature, dissolved oxygen, salinity, and conductivity. Instream monitoring is proposed at three locations: Dpt is the location of the discharge diffuser, D1 - at least 85 feet to the southwest of the discharge and D2 - at least 85 feet to the northeast of the discharge.
