General Project Narrative:
The North Carolina Department of Transportation (NCDOT) has proposed to replace Randolph County Structure #483 on Pineview Road (SR 1712) over Haskett Creek
(Description of Minimization of Water
Tributary 1. The existing structure is 3 lines of 103" x 71" CM Pipe Arch, 60' along centerline. The proposed structure is a 2@ 12'x7' RCBC with top edge bevel and wing walls

and is located at -L- 44+05. This structure has been designed to have as little environmental and surface water impacts as possible. 2:1 roadway fill slope will be used to
minimize impacts. Channel improvements were made for the proposed RCBC design. Excavation was kept to a minimum to produce as little impact as possible. Where
excavation is necessary, geotextile and rip -rap were utilized for bank stabilization in an attempt to reduce stream bank erosion. Floodplain benches with Class II Rip Rap will be
installed on the upstream and downstream sides of the culvert. A low flow barrel on the west side of the culvert was designed to match the stream width to maintain the normal
flow width, depth and velocity of the stream. This will maintain sediment transport to provide a stable stream during bankfull discharge. The barrel invert will be a minimum of 1'
below the stream bed to consider fish passage. 1' high sills will be installed at upstream and downstream face of the low flow barrel. A high flow barrel on the east side of the
culvert will provide flood conveyance during high flow storm events. This will reduce shear stress on the stream bottom. 2' high sills will be installed at upstream and
downstream face of the high flow barrel. In the NW, NE, and SW quadrant there are proposed Lateral V' ditches that will outfall onto Class II Rip Rap which will reduce the
ditch outfall velocity and provide diffused flow with a non -erosive velocity before entering the stream. In the SE quadrant a 15" pipe is proposed to convey the typical roadway
ditch flow under an existing driveway. The 15" pipe outlets onto Class II Rip Rap which will reduce the pipe outlet velocity to provide diffused flow a non -erosive velocity before
entering the stream. There is a jurisdictional feature at -L- 33+20 where a proposed 36" RCP (buried 1.0') will convey the flow under the roadway. Class I Rip Rap will be place
on the downstream "banks only" to provide outlet protection. In the NW and SE quadrant there are proposed Lateral V' ditches that will outfall onto Class I Rip Rap which will
reduce the ditch outfall velocity and provide diffused flow with a non -erosive velocity. In the SW quadrant there is a proposed Special V' ditch that will outfall onto Class I Rip
Rap which will reduce the ditch outfall velocity and provide diffused flow with a non -erosive velocity. On the upstream side approximately 16 feet of the existing 24" RCP will be
removed to facilitate the construction of the proposed Lateral V' ditch outfall area and tie into the proposed 36" RCP. Due to the nature of this low impact structure
replacement, the increases in stormwater discharges (post vs pre condition) are insignificant and the existing ditches do not need to be modified. Therefore, additional
stormwater measures are not required.
