Violations include failing to effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit is required. This power outage impacted the Deese Street Pump Station and the Emergency Generator started but the water pump failed causing the generator to overheat and turn off. Crews worked quickly to find a new water pump and have it installed and get the station back into operation. The resulting spill occurred because of the water pump failure. A new water pump has been installed and the generator is function properly. Stanly County Utilities has received a 1.2 million grant from NCDEQ for the merger and acquisition of the Richfield Sewer Collection System and as part of this grant plan to purchase a trailer mounted BBA VD90 Trash pump capable of bypassing the sewerage flow from this pump station in the event the generator fails or there is a failure of both pumps from a lightening strike. We believe this auxiliary trailer mounted BBA pump will prevent any future overflows at this pump station from occurring. We would ask for some consideration that because the incident could not have been expected to have occurred and we are working on hardening our system from similar type events.
