Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project site consists of two privately owned parcels. The parcels are mostly forested with a small, cleared area in the central East portion of the project site. Surrounding land use includes residential subdivisions, a school, single family parcels, an existing sewer line, and mixed development currently under construction. 4b. Explain the purpose of the proposed project: The purpose of this project is for the construction of a residential development. There will be 41 single family lots, infrastructure roads and utilities, and one SCM. The project will be served by municipal sewer and water. There is an existing sewer manhole located at the adjacent subdivision. This manhole will be accessed for a tie in. Municipal water is existing along Coddle Creek Highway. The project will provide opportunities for residents of Mooresville or people relocating to Mooresville to purchase homes. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:" No indirect impacts should occur since there are existing municipal utilities accessible at the project site. The only impacts requested are for one road crossing to access the project site. The stream to be impacted parallels Coddle Creek Hwy so this one road crossing is unavoidable. Typical construction equipment will include track hoes, bull dozers, skid steers, motor graders, dump trucks, and sheepsfoot roller. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The civil engineers have designed the road crossing to include headwalls at both the upstream and downstream ends of the culvert.
