Enclosed with this letter is the Renewal Application for NPDES Permit NC0089621 ("Renewal
Application") issued to Novozymes North America, Inc. ("Novozymes").2 The Renewal
Application consists of the following:
1. EPA Form 3510-1 (EPA Form 1); and
2. EPA Form 3510-2C (EPA Form 2C) (existing manufacturing operations).
In addition to renewal of the Permit, Novozymes requests modifications to the Permit as
discussed below.
Permit Modifications Requested in Permit Renewal
With the Renewal Application, Novozymes requests two (2) modifications to the Permit when
renewed, as follows:
1 The trade secrets and confidential business information protection claimed by Novozymes is limited to
the paragraph titled "Wastewater Flow Projections" below.
2 NPDES Permit NC0089621 was issued by NCDEQ having effective date August 1, 2019, and the
Permit was later modified effective November 1, 2020. The Permit has expiration date July 31, 2024.
The Renewal Application is hereby timely filed more then 180 days prior to expiration of the Permit.

A. Addition of Cascade Aerator and Removal of Secondary Clarifier and Storage
Lagoons
As an administrative modification, Novozymes proposes to add cascade aeration to the listing of
Treatment Units for the WWTP and to remove the secondary clarifier and storage lagoons from
EPA Form 2C, Section 3 "Average Flows and Treatment." After the original permit application
was submitted to DEQ, Novozymes undertook additional design work on the planned
wastewater treatment plant toward a final design. The final design includes, and Novozymes
has implemented, a cascade aerator with maximum capacity of 2.0 MGD, to assure compliance
with the Dissolved Oxygen effluent limitation of >_ 5.0 mg/L (daily average) in the Permit. At the
suggestion of DEQ during design discussions in December 2020, Novozymes seeks the
addition of the cascade aerator to the Permit at this time. Additionally, the final design for the
treatment flow path excluded a secondary clarifier and storage lagoons because the Membrane
Bioreactor (MBR) receives the effluent of the biological treatment system, rather than the
effluent of the secondary clarifier and storage lagoons. Novozymes requests removing these
elements for the renewal of the Permit. Please let us know if DEQ needs additional background
information on these items.
B. Reduction of Effluent Limitations for Nitrogen and Phosphorus
The Permit currently includes effluent limitations for Total Nitrogen (8.8 mg/L monthly average)
with a corresponding TN Load of 53,576 lb/yr and for Total Phosphorus (1.0 mg/L monthly
average) with a corresponding TP Load of 6,088 lb/yr.3 Novozymes proposes to reduce the
effluent limitations for Total Nitrogen (proposed reduction to 3.0 mg/L monthly average) with
corresponding reduced annual TN Load and for Total Phosphorus (proposed reduction to 0.2
mg/L monthly average) with corresponding annual TP Load. In summary:

Novozymes began discharging wastewater pursuant to the Permit for the first time starting on or
around December 5, 2023, and laboratory testing confirms that Novozymes is able to comply
with these proposed reduced effluent limitations for nitrogen and phosphorus.
Wastewater Flow Projections
Projections of wastewater flow (taking into account the upgraded treatment system with
biological treatment, reverse osmosis, and cascade aeration) are well within the 2.0 MGD
discharge limitation in the Permit. At the current time, total wastewater flow is less than 0.5
MGD, and significant wastewater discharge flow increases are not anticipated over the next five
(5) years. Novozymes also has the ability to dispose of wastewater by spray irrigation pursuant
to a NCDEQ non-discharge permit and also by discharge to the Franklin County POTW
pursuant to a sewer use agreement with the county. At current wastewater flow projections,

Novozymes is not expected to increase wastewater flow discharges pursuant to the Permit to
the discharge limit of 2.0 MGD until approximately 2044.
Nutrient Offsets for Wastewater Discharges
When the Permit was originally issued in June 2019, Novozymes was subject to the regulation
requiring nutrient offset payments in effect at that time. The regulation titled "Nutrient Offset
Payments for Non-Tar-Pamlico Basin Association Members" at 15A NCAC 2B.0229(c) required
a cash payment for nutrient offsets at the time of permit issuance.4 Pursuant to that regulation
and in association with issuance of the Permit in 2019, Novozymes paid to NCDEQ the amount
of $865,332.16 for nutrient offsets. However, through December 31, 2023, Novozymes has
discharged only 70.2 pounds of nitrogen and 4.2 pounds of phosphorus that would require
nutrient offsets. Thus, virtually none of the nutrient offsets pre-paid for by Novozymes have
been used or needed. Nonetheless, Novozymes is not seeking reimbursement of any of its
unused nutrient offset payment at this time.
For the renewal of the Permit, Novozymes has acquired or will acquire sufficient nutrient offset
credits to meet its effluent nutrient limitations in accordance with 15A NCAC 2B.0733.
Novozymes has entered into a contract with Restoration Systems, LLC for the purchase and
sale of permanent nutrient offset credits for nitrogen and phosphorus sufficient for the Renewal
Application. Restoration Systems has generated or will generate permanent nitrogen and
phosphorus offset credits that have been transferred to Novozymes or will be transferred to
Novozymes approximately as follows:

Seventy-five percent (75%) of the nutrient offset credits noted above will be transferred to
Novozymes by July 31, 2024 (the expiration date and renewal date for the Permit), with the
remaining twenty-five (25%) to be transferred as offset credits are released pursuant to the
nutrient offset banking instruments for these banks, based on filing of additional annual
monitoring reports. Restoration Systems is working closely with the Division of Water
Resources, 401 & Buffer Permitting Branch related to these nutrient offset banks and the
documentation and release of the nutrient offset credits.

8.1 Describe the nature of your business.
At Novozymes,industrial enzymes are produced using a process called submerged fermentation.This involves
growing carefully selected microorganisms(bateria and fungi)in closed vessels containing a rich broth of nutrients.
As the microorganisms break down the nutrients,they produce the desired enzymes.The fermentation process
d
requires nutrients based on renewable raw materials like corn starch,sugars,and soy grits.The first step in
m harvesting enzymes from the fermentation medium is to remvoe insoluble products,primarily microbial cells.This is
normally done by centrifugation or microfiltration steps.As most industrial enzymes are extracellular-secreted by
cells into the external environment-they remain in the fermentation broth after the biomass has been removed.The
biomass can be recycled as a fertilizer on local farms,as is done under a residuals disposal permit at Novozymes'
Franklinton site.The enzymes in the remaining broth are then concentrated by evaporation,membrane filtration or
cyrstallization depending on their intended application.Certain applications require solid enzyme products,so the
crude enzyme is processed into a granulate for convient dust-free use.
