Enclosed is a completed application submittal package requesting a Water Quality Certification (No.
3890, which corresponds with a US Army Corps of Engineers (USAGE) Nationwide Permit 42. This
application package consists of the following documentation: a completed PCN form, two maps,
construction drawings and a journal transfer of $240 from the Division of Parks and Recreation to the
Division of Water Resources.
The primary purpose of this project is to renovate and construct new mountain bike trails at Hanging
Rock State Park in Stokes County, NC. The project includes the installation of three hardened stone
stream crossings through perennial and intermittent streams as well as the installation of a 36" culvert at
an additional stream crossing.
DPR is concurrently submitting a permit application to the US Anny Corps of Engineers under NWP 42.
The request is being made to John Thomas who is the representative for Stokes County.

Mountain Bike Trails.
Hanging Rock State Park is in need of a DWR Water Quality Certification (WQC) for impacts to
streams on the Moore's Spring property for the construction of mountain bike trails. The new
system will integrate existing trail with new, sustainable trail that will be accessible for several
different mountain bike difficulty levels.
Please prepare a funds transfer form in the amount of $240 payable to the NC Division of Water
Resources to cover the administration fee for the processing of this WQC request. The WQC is
required as part of a Nationwide Pen-nit application that will be submitted to the US Anny Corps
of Engineers for this project.

The project area is located on the newly acquired section of Moore's Spring at Hanging Rock State Park. This land was
previously owned by NC State and was developed for mountain biking. Many of the existing trails are in disrepair and
need to be renovated or rerouted. New trail will be constructed on the north section of this property as indicated on the
attached map. This area is bordered to the north,by the Dan River as well as private forested property. Forested private
property is also located to the east and "west of the area, the south side of this area is made up of cleared agricultural
land. Cascade Creek runs through the center of the property as well as Moore's Spring Rd. The natural communties
found in this section of the park include Dry Mesic Oak Hickory Forest, Mesic Mixed Hardwood Forest, Piedmont
Bottomland Forest and Acidic Cove Forest.

only the beginner and intermediate are funded. In the future DPR is anticipating a grant to fund the final loop. When

D. Impact Justification and Mitigation
1. Avoidance and Minimization

This trail is being reconstructed to minimize the amount of stream crossings as well as renovate the existing trail in order to
make it more sustainable. The trail has been designed based on IMBA guidelines for sustainable trail building and the trail will
follow the natural contours. The new trail will reduce the average trail grade to 10% or less and will remove water from the trail
tread with the use of outsloping and drainage structures such as grade reversals and grade dips.

Much of the existing trail tread will be used and renovated to a sustainable state. Vegetative clearing will be confined to the

Hanging Rock State Park
Moores Spring Mountain Bike Trails
Project Description
Hanging Rock State Park recently acquired property previously owned and managed by NC State
University. The Sertoma section of the property has approximately 8.4,miles of existing mountain bike
trails. These trails were developed and constructed by a local mountain biker who utilized many hours of
volunteer labor. Approximately 6.1 miles are located south of Moores Springs Road and are well
designed and constructed overall. Approximately 2.3 miles are located north of Moores Springs Road,
and while most of the existing trail design is acceptable, there are some areas that need to be improved
significantly. These improvements will provide a more sustainable trail that protects the resource and
offers a safer experience.
All proposed trails will follow the contours of the slopes. The trails will have an average overall
trail grade of 10 %, however steeper grades will exist for short distances based on trail difficulty.
Outslope and drainage structures (i.e. grade reversals and dips) have been designed into the trail layout
and will be constructed to make sure water is removed from the trail tread quickly to minimize resource
damage. The existing and proposed trail alignments are very close. The trail design attempts to
effectively keep users from shortcutting between alignments with dense understory vegetation
(mountain laurel) and natural features (ridges, creeks, valleys, steep slopes).
Two different features will be used to cross streams. Culverts will be installed throughout the
project at drainage sites as well as one culvert for a stream crossing, located on the Beginner Trail.
Culverts are sized based on drainage area and to make up for the difference in slope necessary for a
crossing. The proposed 36" culvert is expected to be much larger than necessary for the drainage area.
All other stream crossings will be hardened with natural stone found onsite. These crossings will be
built below grade of the stream bed to allow for the flow of water and aquatic organisms over top.
Trail construction will be completed using a walk behind skid steer machine as well as hand
tools. Stream Crossings will be built using hand tools and a small excavator in order to move rock
materials as well as placing the culvert. No equipment will be permitted to work within the stream.
